These positive results reflect several factors, including improved public expenditure management and strengthened revenue administration (offsetting delays in some of this year's new revenue measures), supported by a bumper cocoa harvest, higher world prices for cocoa and gold, and increased donor inflows. These plans should include civil service reform, energy sector restructuring, reform of land registration, and measures to strengthen governance. The goal of single-digit inflation remains achievable.

Book excerpt: Concern to protect working women in connection with pregnancy and childbirth appeared when women first entered factory employment, and was reflected in the provision of maternity leave in some countries. Over time, maternity protection evolved to include measures to protect the pregnant woman's health, so that work does not harm the development of the foetus.

Book excerpt: Ghana, the former British colony of the Gold Coast, is historically known for being the first country to the south of the Sahara to attain political independence from colonial rule. It is known for its exports of cocoa and a variety of minerals, especially gold, and it is now an oil exporting country. But Ghana’s importance to the African continent is not only seen in its natural resources or its potential to expand its agricultural output. Rather the nation’s political history of nationalism, the history of military engagement in politics, record of economic depression and the ability to rise from the ashes of political and economic decay is the most unique character of the country. This fourth edition of Historical Dictionary of Ghana covers its history through a chronology, an introductory essay, appendixes, and an extensive bibliography. The dictionary section has over 900 cross-referenced entries on important personalities, politics, economy, foreign relations, religion, and culture. This book is an excellent access point for students, researchers, and anyone wanting to know more about Ghana.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1976, this book describes one of the most important and colourful episodes in black Africa’s twentieth-century history. Kwame Nkrumah, the dynamic leader who brought Ghana to independence in 1957, abandoned the Westminster model of representative government to which his country once seemed so well suited. He reached out towards the goals of Pan-Africanism and socialism, emphasizing the primacy of political action to regenerate his people and their continent. But his vision of the ‘political kingdom’ led quickly to the destruction of his Republic and his hopes. Using the (then) latest evidence to examine political life, parliament, civil service, farmers, workers and army in Ghana’s first Republic, the author argues that Nkrumah’s experiment failed because his rule was strong enough to distort traditional values but was unable to transform them. The result was a bizarre and paralysing mixture of despotism and anarchy which defied political analysis in conventional terms.

Book excerpt: This study assesses the status of the implementation of this transition to programme-based budgeting (PBB) in the health sector in Ghana. It examines the impact of this change in terms of how funds are budgeted, allocated, used and accounted for across the sector. Ultimately, this analysis considers the linkages of PBB with sector goals and objectives, and how implementation can be improved for greater impact. The study finds that while PBB has helped to consolidate activities and infuse greater performance orientation into the budgeting process, many challenges remain. In particular, the continued dominance of input-based, line items, particularly below the central-level, constrain flexibility and the ability to coordinate activities across departments or disease programmes in the health sector. This degree of inflexibility goes to the lowest level of the health system, with input-based budget ceilings set for the more than 500 budget management centres in the sector, and is driven in part by the large share of the health budget that is dedicated to salaries and wages. The potential benefits of PBB in terms of joint budgeting across health programmes and inputs has not yet been taken advantage of, which contributes to inefficiencies across the sector. Furthermore, while performance indicators have been established, they are not systematically tracked or used in allocation decisions. As Ghana looks to future reforms in the health sector, continued budget reform can be an effective enabler of changes to health financing and overall service delivery in Ghana.

The strategies through which political actors and the media speak about important policy issues such as healthcare, infrastructure, education, and finance during presidential sessional addresses and political campaigning are also elucidated. The extent of political ecologies’ impact on general elections, on policy issues, and on split-ticket voting (especially what causes it to happen and its impact on who gets elected and the consequent impact on party unity or disintegration) are also given scholarly attention. Also elucidated are is the entwinning of language, power, liberty, ideology and representation and issues deemed politically nerve wrecking and capable of entrapping political actors and causing the citizenry to either lose confidence in them or even call for their resignation.

At the same time there has been an increase in the number of arrests of journalists and broadcasters and various forms of censorship have been introduced. The essays in this volume examine press censorship, past and present, and bring a fresh perspective to the position of the mass media in the African continent.
