Instead the idea behind it is a step by step approach to integrate organizational duties normally run by the nation states on a super national level. This includes the establishment of a European citizenship, to ensure freedom, security and justice, promote economic and social progress, and asserting Europe’s role in the world (European Communities, sine anno). For the first time in history the member countries voluntarily gave up parts of their sovereignty to become part of a supranational organization. The members agreed to the “creation of an area without internal frontiers” (European Communities, 2002), which means basically that capital and workforce is free to travel and settle without restriction within the borders of the European Union. That kind of freedom and the possibility of the council of the European Union to crate laws which replace their national counterparts (Fontaine, 1998) have increased the pressure on the stakeholders of labour relation to get to a European level as well. With this shift from the national towards the European view trade Unions has to change their way of work. The basic model most of the Western Europe used worked on a national or industry level where trade unions participated in the industrial democracy and collective bargaining. These unions where backed by also national union confederation which coordinated activities among and minimized conflict between confederated unions (Waddington, 2001, p. 449). Today this model may become more and more obsolete and trade unions has to struggle more and more to survive in a united Europe. So it’s the question which threats do trade unions have to face these days and which approaches have been made to solve these threats or perhaps which opportunities do trade unions have right now?

Book excerpt: This book analyzes how a sizable group of Gennan workers came to support Communism and how they in turn influenced the emergence and development of the German Communist Party (KPD) in its fonnative period as a mass party. It reconstructs the interaction between a party and the constituency to which it appealed within the constraints and opportunities set by social structures, econo mic conditions, and political competitors. This interaction revolved around the elaboration and implementation of a specific concept of revolutionary politics, and this study investigates both the rise of the KPD as a mass party and its failure to set off a socialist revolution in the early 1920s in light of the contradictory ways German workers responded to its revolutionary strategy. When I began to study the KPD in the mid 1970s, scholarly works in the West portrayed a party so out of touch with the realities of German life from 1918 to 1933 that its history was a litany of political mistakes that led from crisis to catastrophe. The KPD was dominated by the foreign policy interests of the Soviet Union, by factional disputes and personal rivalries among the leadership, by an authoritarian, centralized party structure that stifled rank-and-file initiative and imposed a party line determined in Moscow and Berlin, and by a rigid ideology largely irrelevant to trends in German economy, society, and politics with at best compensatory value for a minority of the most impoverished workers.

What information and insight can we gather to verify or challenge this feeling? This was the first major question addressed by the distinguished delegates to the twenty-seventh World Congress of Labour and Social Security Law held at Montevideo, 2'5 September 2003. The aim of the conference was to discover current problems regarding the existing structures and functions of collective bargaining in industrialized countries today'problems readily identifiable in the context of economic globalization, falling union density, the increase in atypical and knowledge-based workers, and the 'tertiarization' or declining economic importance of manufacturing-based industry. This bulletin contains some of the most important papers devoted to this major theme of the conference. It presents twenty national reports, each written by a scholar well-versed in the law and practice of collective bargaining in the country covered. Two introductory reports deal with such general issues as the varying competences of representatives under different legal systems, labor union representation within the public sector, the development of collective bargaining in EC law, the levels and structures of collective bargaining practice, and the widening gap between the relevant legal norms and real situations. The national reports were drafted on the basis of a questionnaire, which appears as an annex. This allows the reader to easily compare the solutions set forth for consideration in the various countries under review. The Actors of Collective Bargaining will be of great value for all practitioners and academics in the field of industrial relations.
