Book excerpt: In 2012, the UK introduced the ‘Preventing Sexual Violence Initiative’. This work examines whether it is actually possible to prevent sexual violence being employed as a weapon of war against women, men and children. It assesses existing prevention strategies, uses Daesh as a case study – to illustrate the limitations of the current approaches – and considers additional measures. The author concludes that it is possible to prevent sexual violence in war, provided that all appropriate measures are harnessed and adapted to the specific circumstances of each conflict. It will, though, require improvements to existing strategies, the use of additional prevention measures, more resources and long-term engagement of all actors. This volume was awarded the 2017 first prize in EuroISME’s annual best thesis contest. Im Jahr 2012 führte das Vereinigte Königreich die “Initiative zur Verhütung von sexueller Gewalt” ein. Diese Arbeit untersucht, ob es tatsächlich möglich ist, sexueller Gewalt vorzubeugen, die gegen Frauen, Männer und Kinder angewandt wird. Sie bewertet schon vorhandene Vorbeugungsstrategien, verwendet Daesh als Fallstudie – um die Grenzen der derzeitigen Ansätze zu illustrieren - und zieht zusätzliche Maßnahmen in Betracht. Die Arbeit schlussfolgert, dass es möglich ist, sexuelle Gewalt im Krieg zu verhindern, vorausgesetzt, dass alle angemessenen Maßnahmen nutzbar gemacht und an die spezifischen Umstände jedes Konflikts angepasst werden. Dies wird jedoch Verbesserungen der bestehenden Strategien, den Einsatz zusätzlicher Präventionsmaßnahmen, mehr Ressourcen und langfristiges Engagement aller Akteure erfordern. Diese Arbeit wurde mit dem ersten Preis des Jahres 2017 im EuroISME-Wettbewerb für die beste Abschlussarbeit in Militärethik ausgezeichnet. En 2012, le Royaume-Uni présente l’Initiative de Prévention de la Violence Sexuelle (PSVI). Cet ouvrage étudie la possibilité d’empêcher que la violence sexuelle ne soit utilisée comme arme de guerre contre les femmes, les hommes et les enfants, évalue les approches préventives existantes, prend Daech comme sujet d’étude de cas pour montrer les limites que présentent les approches actuelles, et considère des mesures supplémentaires. Ce travail conclut qu’il est possible d’empêcher l’usage de violence sexuelle en situation de conflit, pourvu que toutes les mesures adéquates soient exploitées et adaptées aux spécificités de chaque conflit. Des améliorations aux stratégies existantes, l’utilisation de mesures de prévention supplémentaires, davantage de ressources et un engagement à long terme de tous les acteurs seront cependant nécessaires. Ce mémoire a reçu le premier prix de l’année 2017 du concours annuel d’EuroISME pour le meilleur mémoire universitaire en éthique militaire.

In der Realität beginnt mit diesen Worten die Gewalt in der Partnerschaft oder Ehe. Häusliche Gewalt gegen Frauen und Kinder ist nichts Ungewöhnliches. Sie passiert täglich und überall. Das besondere an diesem Thema ist, dass es lange Zeit ein Tabuthema darstellte. Die Gewalt galt als familiäres Problem, das nicht in die Öffentlichkeit gehörte. Seit den 60er und 70er Jahren konnte die Häusliche Gewalt aus dem Schatten treten. Heutzutage wird die häusliche Gewalt öffentlich thematisiert, um den Menschen die Augen zu öffnen. Diese Gewalt ist nicht legal und verstößt gegen die Menschenrechte. Die häusliche Gewalt unterscheidet sich von anderer Gewalt, durch die emotionale Bindung zwischen Täter und Opfer. Die Frauen leben mit ihren Tätern zusammen. Sie sind mit ihm eine Ehe oder Partnerschaft eingegangen. Kinder werden überwiegend durch ihre Eltern zum Opfer. Dabei muss man berücksichtigen, dass in diesen Fällen nicht nur Männer zu Tätern werden. Ich habe das Gefühl, dass die Gewalt gegen Kinder immer mehr zunimmt. Ständig kann man in den Zeitungen lesen, dass Babys von ihren Müttern gleich nach der Geburt getötet worden sind. Kleinkinder werden über Jahre eingesperrt, verhungern und verdursten in der elterlichen Wohnung. Ein aktuelles Beispiel hierzu ist die fünfjährige Lea- Marie aus Teterow, die über Jahre von ihrer Mutter misshandelt wurde. Die Mutter hat ihre Tochter im Alter von einem Jahr und drei Monaten in die Badewanne gesetzt und absichtlich mit heißem Wasser verbrüht. Sie spekulierte auf eine Versicherungsprämie in Höhe von 1000 €. Die Versicherung glaubte der Mutter, dass die Tochter einen heißen Topf mit Wasser vom Herd gezogen hätte und bekam 854 € gezahlt. Des Weiteren hat die Hausfrau in 27 Fällen ihrer Tochter Essig und Kalklöser in immer höheren Dosen verabreicht. Der Vater soll das Kind festgehalten haben, während die Mutter die Flüssigkeit brutal in das kleine Mädchen hineingeschüttet hat. Die Eltern sagten bei der Gerichtsverhandlung im Februar dieses Jahres aus, dass Lea- Marie ein anstrengendes Kind sei. Der Richter vermutete, dass das Mädchen verletzt und ins Krankenhaus gebracht wurde, damit die Eltern einige Tage „Ruhe“ hatten. Ein psychiatrisches Gutachten zeigte, dass das Mädchen völlig unauffällig sei. Es blieb offen, aus welchem Grund die Eltern ihre Tochter so schwer misshandelt haben.

Consequently, we find an increasing policy in Europe of selfactivation and self-help as substitutes of social work. On the other hand, new types of social vulnerability and challenges for social work and social policy are detected which are discussed in the book in their European dimensions. Beginning in the last century in Europe, processes of social exclusion are discussed as common phenomena of the crisis in social welfare systems. They have their origins in the radical changes in paid employment, the weakening of family ties, and the increasing incapability of the welfare state to promote social inclusion. New types of ,social vulnerabilities’ are emerging - containing chances as well as risks. They are discussed in two ways. On the one hand the implementation of indicator-based management systems of social services is attempted, which implies a range of chances and risks in ethical and professional self-image. On the other hand there are self-help movements, social networks and other social types of resilience – which are often a complement or support to Social Work. Yet there is a policy to substitute Social Work by a strategy of self-activation. Both developments are signs of the present and indicators of the future of Social Work. They show the necessity of clarifying the social and political scopes and prospects of Social Work in societies at the crossroads of enhancing civility, human development and social security or overburden the vulnerable, who face new dimensions of psychological, ecological and economic distress. This book is an attempt to bring together several European discussions concerning Social Work and social politics.
