Esta creación española es una aportación mundial de enorme alcance. En primer lugar se analiza el concepto de cuenca fluvial en el Derecho Internacional. Los temas del agua para el consumo humano se mueven de manera habitual entre las tendencias hacia el conflicto y las tendencias hacia la cooperación. La evolución en las últimas décadas indica que las respuestas conflictivas dan paso, de manera creciente, a soluciones cooperativas basadas en elementos jurídicos. Entre estos, el concepto de cuenca fluvial desempeña un papel básico, para las más de 250 cuencas fluviales internacionales que hay en el planeta. En segundo lugar se aborda un estudio minucioso de los aspectos ambientales de los trasvases entre las cuencas fluviales en el que destaca si la Ley del Plan Hidrológico Nacional y la normativa de evaluación ambiental estratégica y la de evaluación de impacto ambiental exigen realizar una previsión de los efectos en el entorno de los trasvases en todas sus fases de planificación, programación y proyectos. Posteriormente se explican los fallos de mercado y los instrumentos de intervención pública para la protección de las aguas (los tributos ambientales). Se analizan las competencias estatales, autonómicas y locales, la clasificación de los tributos que gravan las aguas, entre ellos los diversos impuestos, tasas, contribuciones especiales y cánones. A continuación se estudia la necesidad de un renovado proyecto AGUA como estímulo para el crecimiento de la economía española. Se parte de la adversa base natural de la economía española y el continuo esfuerzo intergeneracional para doblegarla, se aborda la relación de las cuencas fluviales excedentarias con las deficitarias y el reparto de los beneficios y por último se propone un nuevo proyecto estratégico: árboles y agua. Por último, se estudia cómo la adhesión de España a la Convención de Nueva York podría influir en el régimen de caudales que recoge el vigente Convenio de Albufeira, que regula las cuencas hidrográficas hispano-portuguesas.
