Este documento presenta una propuesta de investigación en la que se estudia el capital intelectual de las empresas del sector, los mecanismos de “business intelligence” (inteligencia empresarial) que se pueden desarrollar y la influencia de la asociación sectorial entre empresas del sector con el fin de analizar su competitividad desde un enfoque basado en la gestión del conocimiento. Entre los hallazgos principales se determina que las acciones llevadas a cabo desde los agrupamientos empresariales son los presentan mayor relevancia el desarrollo de la competitividad.Many public and private agencies encourage industrial clusters. These agencies seem to agree that organizations in each cluster need to determine the axes of competitiveness. One cluster is the software industry cluster. This cluster requires personnel with technical skills that require knowledge and training in the areas of mathematics and computer science. In this study, we examine intellectual capital and business intelligence (BI) in the technology cluster in Baja California. We also analyze the influence of sectorial association and its impact on competitiveness from a knowledge management approach. The most relevant finding's that actions taken in the clustering level impact competitiveness development.

Los resultados obtenidos señalan que para el caso bajo estudio, el uso de la tecnología de información como parte de las actividades de gestión de conocimiento empresarial no se percibe como un factor que contribuya a la competitividad de las organizaciones ya que el uso de la TIC es para efectos de cumplimiento contractual, más que para preservar la información y conocimiento generado desde la misma empresa, pues son elementos presentes pero que se desarrollan deforma independiente en el contexto operacional.The objective of this research is to analyze the implementation level of information and communication technology in the construction sector's SMEs and its influence on business knowledge management. The research is descriptive with non-experimental transversal design. The data was gathered through an instrument integrated by 6 questions and 2 structured factors on Likert scale, with 5 options to answer, which was applied to 337 small and medium organizations with diverse specialties in the construction sector. The results indicate that the use of information technology as part of the knowledge management activities is not perceived as a factor that contributes to the organizations' competitiveness considering that the use of ICTs is for contractual compliance purposes rather than for preserving the information and knowledge generated by the company, since they are present elements that are developed independently from the operational context.
