Available in PDF, EPUB and Kindle. Book excerpt: How can we approach the Commission's role as co-manager of policy implementation? Why should we expect the Commission to be pulled into domestic policy execution and to accumulate something like an implementation management capacity? How should we conceptualise the Commission's linkage with post-decision management issues? Finally, how does the Commission's involvement in the application of EU policies, if any, significantly change everything? Such questions are answered in this study, which is concerned with what may be called the implementation management capacity of the European Commission. Simply put, this is the role the Commission plays in the implementation of large-scale European spending programmes. While it is true that the Commission's predominant prerogatives are to draft legislation and facilitate bargaining, it also has a role in post-decision policy management. This role is of increasing importance for the emerging governance of the European Union. Readership: social scientists, journalists and all those interested in the role of the European Commission in shaping EU policies.

Available in PDF, EPUB and Kindle. Book excerpt: Published in 1998, Education and training in the European Union is a policy area aiming to enable young people to experience the ‘reality of Europe’ through various forms of cooperation, including training periods in firms in other member states, university courses in the Community countries and exchanges. This book examines why the Community decided to take actions in the field of education and training, what the extent of this involvement is, and how the future may affect EU decisions on education and training. It argues that the logic of the EU involvement in education and training derives from both economic and political considerations; that the extent of this involvement has not so far been very significant but is growing; and that the pace of political integration will ultimately condition the Community’s competence in the field of education and training.

The authors explore the contemporary international production environment, alleging that global competition is best understood as an unequal and unstable partnership between the 'design interest' of footloose producers and the 'location interest' of local actors. Ben Goldsmith and Tom O'Regan identify various types of film studios and investigate the consequences for Hollywood, international film production, and the studio locations.

Available in PDF, EPUB and Kindle. Book excerpt: This book considers the extent to which EU cohesion policy and related pre-accession instruments are contributing to the development of more compound polities in south east Europe and, specifically, promoting multi-level governance. In this respect, there are two points of departure: the first is the argument that the EU is a highly compound polity that tends to pull member (and candidate) states in this direction; the second is the considerable literature that links EU cohesion policy to the promotion of multi-level governance. Following this, we have chosen a range of south east European states whose period of engagement with the EU generally differs: Greece, Slovenia, Bulgaria, Romania, Croatia, F.Y.R. Macedonia and Turkey. The case studies reveal that EU cohesion policy has created more compound polities but that system-wide multi-level governance remains weak and central governments are still prominent. However, there are interesting and potentially important developments in relation to particular features of multi-level governance, not least in states whose engagement with the EU in this sphere is relatively new. This book was published as a special issue of Southeast European and Black Sea Studies.

Book excerpt: This title was first published in 2002: Developing European Regions? presents a novel approach to the analysis of European regional policy and uses network analysis as an innovative instrument to understand the integration process within individual countries. The book develops a convincing argument about the different manifestation of integration in Ireland, Britain and Germany resulting from the implementation of European Union (EU) structural policy in specific domestic contexts. Employing a distinctive methodology designed to overcome some of the problems associated with cross-national comparison and studies of European integration, the case studies chosen enable a substantive comparison of the impact of EU involvement in policy and associated developments in governance upon federal and unitary systems of governance. Suitable for audience of area specialists, regional politics, sub-national governance, comparative politics and public administration, public policy analysis and network theory, as well as European studies and European integration theory, the book is an extremely useful contribution to the literature.

Available in PDF, EPUB and Kindle. Book excerpt: This book combines demand-led growth models and the institutionalist approach, in order to explain the macroeconomic performance of the main European countries in recent years followed by which a coherent explanation of the institutional change since the Great Recession, including the economic policy response to the economic and financial crisis (2008) and to the debt crisis (2010) is provided. A "Comparative Political Economy" (CPE) analytical framework and provide an institutional base to the different European growth models is built, in general terms over the period 1995-2018. The results allow us to link diverse growth dynamics to the changes of the institutional framework as a consequence of the economic and financial crises. In each chapter for country case studies (France, Germany, Italy, Spain, Greece, Sweden, UK and Poland) there;’s an ntroduction with a general characterization of the country and the most relevant changes that have occurred subsequently (main legislative milestones or changes in the behaviour of social agents) especially the process of dualization or deregulation of European economies. In addition, an analysis of the macroeconomic evolution and the situation of the labour market before and after the crisis from a demand-side perspective is included, concluding with the linkages between both issues and the characterization of the growth model. This book is of special interest to all the students and university professors who will use this book to be able to follow a multitude of subjects from Applied Economy to International Economic Structure but can also be useful for researchers, doctoral students and teaching staff who want to expand knowledge in the fields of comparative political economy, institutions and the European Union. In general, this book is aimed at anyone interested in expanding their knowledge of the evolution of Europe today.

Available in PDF, EPUB and Kindle. Book excerpt: The practical application of strategic environmental assessment (SEA) is becoming increasingly common. A growing number of SEAs are being undertaken around the world, and several countries have issued guidance on how these should be carried out. However, few countries as yet have formal SEA regulations, and few completed SEAs have demonstrated all the elements of current best practice. The Practice of Strategic Environmental Assessment aims to provide a unique analysis of SEAs which have been undertaken, drawing on a variety of methods and circumstances to illustrate how best practice can be achieved, and providing inspiration for those considering studying, commission or carrying out an SEA. Part I sets the rest of the book in context, giving a review of international SEA guidance and regulations, and discussing models and methodologies. Part II then analyses a comprehensive set of case studies from countries which have extensive experience in SEA, or which provide particularly good examples. The case studies are discussed in three sections ? sectoral SEAs, SEAs of land-use plans and SEAs of policies ? and provide examples of different scales and approaches, as well as country-specific experience. The final chapter draws out some constraints to effective SEA, as well as positive themes which show how effective SEA can contribute to wider environmental assessment. Written by an international team of SEA practitioners and experts, this volume will be of particular use to students of environmental policy and management, environmental consultants, local authorities, policy-makers and anyone involved in the commissioning, process or review of SEAs.
