THE PRINCIPLES OF WAR FINANCE Ever since the success of the first German war loan English speakers and writers have taken a lot of trouble in running down German finance. Their attitude was quite intelligible as long as Great Britain had hopes of winning the war by the financial and economic exhaustion of the enemy. These hopes have gone long ago. England has realized that the road to victory leads over battle fields. Whilst her soldiers are doing manfully their duty in the service of their country, she is compelled to borrow money abroad, in order to finance the huge army she must have. Her financial experts go on trying to beguile the neutrals with stories of the imminent economic and financial collapse of the enemy. They do not seem to see how criminal it would be to sacrifice the lives of so many thousand brave men in the trenches if there really was a short cut to success by blockade and starvation. They boast about the great achievements of the blockade which, according to their views, has cut off the Central Powers from the rest of the world. At the same time they are trying hard to undermine Germany's foreign credit, forgetting evidently that a country, as completely blockaded as Germany is supposed to be, is independent of foreign credits. They are taking great trouble in impressing their views on the neutrals by stopping almost completely the influx of German newspapers, not of war news only, but of financial and economic news as well: Evidently the collapse of German credit is not yet visible in Germany. If Germany was likely to appear as a competitor for loans in the American market this attitude could be easily explained. As this is not likely to happen, it is difficult to understand these methods. It led to a global panic, brought down the international monetary system, and turned a worldwide recession into a prolonged depression. The crisis also contributed decisively to the rise of Hitler. Within little more than a year of its onset, the Nazis were Germany's largest political party at both the regional and national level, paving the way for Hitler's eventual seizure of power in January 1933. The origins of the collapse lay in Germany's large pile of foreign debt denominated in gold-backed currencies, which condemned the German government to cut spending, raise taxes, and lower wages in the middle of a worldwide recession. As political resistance to this policy of austerity grew, the German government began to question its debt obligations, prompting foreign investors to panic and sell their German assets. The resulting currency crisis led to the failure of the already weakened banking system and a partial sovereign default. Hitler managed to profit from the crisis because he had been the most vocal critic of the reparation regime responsible for the lion's share of German debts. As the financial system collapsed, his relentless attacks against foreign creditors and the alleged complicity of the German government resonated more than ever with the electorate. The ruling parties that were responsible for the situation lost their credibility and became defenceless in the face of his onslaught against an establishment allegedly selling the country out to her foreign creditors. Meanwhile, these creditors hesitated too long to take the wind out of Hitler's sails by offering debt relief. In this way, a financial crisis soon developed into a political catastrophe for both Europe and the world.

In this study the critical role of the Kreditanstalt für Wiederaufbau (KfW) in this process is closely examined. Established by the Anglo-American occupying powers in 1948, the main remit of the KfW was to provide investment for German industry, to help kick-start the economy. Its particular function was to provide loans to key industries that the commercial banks considered too risky or which offered unacceptably low returns. Yet as this study makes clear, its work was from the outset highly politicized, and its role in German reconstruction went much further than simply providing funds for capital investment. Bankrolled mainly by American Marshall Plan counterpart funds, the KfW was viewed in Washington as an essential tool in the wider Western response to the challenges of Soviet communism. As is shown throughout the book, this dual role inevitably caused some difficulties, as national interests could be overridden in favour of Cold War considerations.
