However, in comparison with its EU and NATO partners, Germany has been reticent to transform its military to meet the challenges of the contemporary security environment. Until 2003 territorial defence rather than crisis-management remained the armed forces' core role and the Bundeswehr continues to retain conscription. The book argues that 'strategic culture' provides only a partial explanation of German military reform. It demonstrates how domestic material factors were of crucial importance in shaping the pace and outcome of reform, despite the impact of 'international structure' and adaptational pressures from the EU and NATO. The domestic politics of base closures, ramifications for social policy, financial restrictions consequent upon German unification and commitment to EMU's Stability and Growth Pact were critical in determining the outcome of reform. The study also draws out the important role of policy leaders in the political management of reform as entrepreneurs, brokers or veto players, shifting the focus in German leadership studies away from a preoccupation with the Chancellor to the role of ministerial and administrative leadership within the core executive. Finally, the book contributes to our understanding of the Europeanization of the German political system, arguing that policy leaders played a key role in 'uploading' and 'downloading' processes to and from the EU and that Defence Ministers used 'Atlanticization' and 'Europeanization' in the interests of their domestic political agendas.

Book excerpt: The rise or resurgence of revisionist, repressive and authoritarian powers threatens the Western, US-led international order upon which Germany’s post-war security and prosperity were founded. With Washington increasingly focused on China’s rise in Asia, Europe must be able to defend itself against Russia, and will depend upon German military capabilities to do so. Years of neglect and structural underfunding, however, have hollowed out Germany’s armed forces. Much of the political leadership in Berlin has not yet adjusted to new realities or appreciated the urgency with which it needs to do so. Bastian Giegerich and Maximilian Terhalle argue that Germany’s current strategic culture is inadequate. It informs a security policy that fails to meet contemporary strategic challenges, thereby endangering Berlin’s European allies, the Western order and Germany itself. They contend that: Germany should embrace its historic responsibility to defend Western liberal values and the Western order that upholds them. Rather than rejecting the use of military force, Germany should wed its commitment to liberal values to an understanding of the role of power – including military power – in international affairs. The authors show why Germany should seek to foster a strategic culture that would be compatible with those of other leading Western nations and allow Germans to perceive the world through a strategic lens. In doing so, they also outline possible elements of a new security policy.

Book excerpt: The Politics of Military Force examines the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.

For many years, Germany has followed/adopted a preventive and engineering approach to cybersecurity, which emphasizes technological control of security threats in cyberspace over political, diplomatic and military approaches. Accordingly, the technically oriented Federal Office for Information Security (BSI) has played a leading role in Germany’s national cybersecurity architecture. Only in 2016 did the military expand and reorganize its cyber defence capabilities. Moreover, cybersecurity is inextricably linked to data protection, which is particularly emphasised in Germany and has gained high public attention since Edward Snowden’s revelations. On the basis of official documents and their insights from many years of experience in cybersecurity policy, the two authors describe cyber security in Germany in the light of these German peculiarities. They explain the public perception of cybersecurity, its strong link with data protection in Germany, the evolution of Germany's cybersecurity strategies, and the current organisation of cybersecurity across the government and industry. The Brief takes stock of past developments and works out the present and future gaps and priorities in Germany’s cybersecurity policy and strategy, which will be decisive for Germany’s political role in Europe and beyond. Many commentators have speculated about how a united Germany will use its new found power and influence on the world stage, and for good reason. Because of its size, central location, and strong economy, Germany will inevitably exert considerable influence over developments in Europe, if not beyond. Drawing on interviews and other primary source materials, this comprehensive study examines in detail each of the central issues of Germany’s security policy since 1990: its promotion of political and economic reform in the former Soviet bloc, its efforts to maintain and strengthen European security institutions, the transformation of Germany’s armed forces, and its responses to international crises and conflicts, including the debate over German participation in foreign military actions. Rejecting claims that German policy is becoming nationalized and militarized, the author argues that Germany’s actions have in fact been characterized by considerable restraint and continuity with the past, notwithstanding its much greater potential freedom of action after the Cold War. In order to make sense of this record, the book presents a general framework of analysis that promises to be useful for explaining the security policies of a variety of states. It then shows how a variety of influences both in Germany’s external environment and within Germany itself have importantly shaped German security policy since unification. In sharp contrast to the realist approaches that have dominated security studies, the book highlights the roles played by international institutions and Germany’s distinct postwar political culture in molding German state behavior. In a final chapter, the author discusses the likely future course of German security policy and the implications of his analysis for the theoretical study of national security policy.
