Muirhead, Professor of Philosophy in the University of Birmingham, has issued a popular little work on the relation of German Philosophy to the present War. So much has recently been written by English writers against German philosophy - conceived vaguely as a whole - that we are apt to forget that there is as much "German Philosophy" in England or France as in Germany. Professional philosophers in these countries are, of course, quite aware of the fact; so, they are beginning at last to defend German philosophy while denouncing German politics. It is a delicate position to hold amid the fierce prejudices and extremist hatred bred by war. Any such attempt to exercise fairness and discrimination deserves respect and sympathy.Professor Muirhead holds that militarism and imperialism "are not the offspring of what is commonly known as German Philosophy, but on the contrary are the legitimate issue of a violent reaction against all that German Philosophy properly stands for." Thus, for him German philosophy is synonymous with the ideas of Kant, Fichte, and Hegel - though, of course, he grudgingly admits that each of these is both inconsistent with himself and irreconcilable with the others. Still, he holds, they agreed in a certain high-souled idealism which is the antithesis of militarism and materialism. Schopenhauer, Nietzsche, Haeckel, and such like are those who really sowed the needs of militarism. It may be so. But one cannot help remembering Fichte's perfervid expositions of the destiny of the German nation and Hegel's exaggerated doctrine of the State. Also, the Rationalist Press Association, which is the English equivalent of Haeckel's Monistenbund, has been fiercely denouncing German ideas. Thus, it would seem that idealists attribute the war to naturalism and naturalist-philosophers attribute it to idealism.It appears to the present reviewer that both sides err by opposite extremes. The conditions which make war possible are due to that idealess selfishness which puts individual interests before those of society, which values the ambitions of a nation more than the peace of Europe. And this ruthless selfishness of individual and class and nation is the outcome of a creedless ethic. The attempt to construct morality without historical Christianity is common alike to "German Philosophy" and to German Anti-Philosophy. Since humanity as a whole, in its universality, alone truly corresponds to the universality of reason, he upheld the ideal of an ultimate republican federation of states; he was one of the first to proclaim the possibility of enduring peace among nations on the basis of such a federated union of mankind. The threatened domination of Europe by Napoleon following on the wars waged by republican France put an end, however, to cosmopolitanism. Since Germany was the greatest sufferer from these wars, and since it was obvious that the lack of national unity, the division of Gennany into a multitude of petty states, was the great source of her weakness; since it was equally obvious that Prussia, the one strong and centralized power among the German states, was the only thing which saved them all from national extinction, subsequent political philosophy in Germany rescued the idea of the State from the somewhat ambiguous moral position in which Kant had left it. Since a state which is an absolute moral necessity and whose actions are nevertheless lacking in inherent moral quality is an anomaly, the doctrine almost calls for a theory which shall make the State the supreme moral entity. Fichte marks the beginning of the transformation; and, in his writings, it is easy to detect a marked difference of attitude toward the nationalistic state before and after 1806, when in the battle of Jena Germany went down to inglorious defeat. From the time of Fichte, the German philosophy of the State blends with its philosophy of history, so that my reservation of the latter topic for the next section is somewhat arbitrary, and I shall not try rigidly to maintain the division of themes. His thesis may be stated in his own words: "Expressions which a bewildered world has sought since the beginning of the war to explain through the influence of a Darwinian struggle for existence and the survival of the fittest, or through the influence of a Nietzschean philosophy of power, have their roots in the classic idealistic philosophy culminating in Hegel." As the author says, however, it is somewhat hazardous to refer the secret of German national life to a particular theory in philosophy, but he makes the adventure. In the pursuance of his aim he turns to Kant to discover the principle which has most profoundly determined the Germanic idea of Morals and the State; this he finds in Kant's conception of the relation of freedom as an absolute supersensible principle of action to the realm of nature where physical causality rules, as the sphere within which all the purposes of free moral action are meant to be realized. While for Kant the will was thus an application of reason to action, according to Fichte reason was an expression of the will, and the world of nature and of human relations an expression of reason. The idealism which Kant had claimed for the individual, Fichte carried over to the State, transforming moral individualism into an ethical socialism. With a burning enthusiasm Fichte called upon the German people to establish a kingdom of the spirit and of reason, of science, morals, aim the State; and he did this with the conviction that if the German people go down in this endeavor humanity goes down with them without hope. This does not mean that mere might makes right, but that ideal right must clothe itself with might that so it may cease to be purely ideal. The divinity of the State makes patriotism a religion. As German history has been persistently idealized for the past hundred years, so the future of the German people under Prussian leadership is outlined from the same point of view. Hegel modified the idealism of his predecessors in the doctrine that the State is already the absolute reality, an absolute end in itself, with "supreme right in respect to individuals whose first duty is-just to be members of the State." "The State is God on earth." Yet not all States are on equal footing; the realization of the divine purpose moves from one nation to another; yet for any given time the bearer of the world-spirit is supreme, amenable to no law save from itself alone, compared with it the spirits of other nations are absolutely without right. War is the form by which this divine transition is signalized. It is naturally too early to formulate a definite theory of the war and the causes which are alone responsible for it. One can hardly question, however, that the full explanation must be sought in conditions as complex as human life and as national relations, of which, indeed, the philosophical and social idealism of the German people, especially of Prussia, are a factor. The size of this book is disproportionate to its value; and if one cared but little for its bearing on the great struggle in which the German Empire is engaged, he would still find rich and suggestive material for the interpretation of Kant as modified and fulfilled by Fichte and Hegel, in its bearing on the destiny of the individual and the nation. -The Homiletic Review, Volume 71
