Book excerpt: This slim volume, originally published soon after the Second World War, was, like others in the German Report series, drawn from official German military records captured and taken to the US for analysis. Once the Balkans had been occupied in early 1941, the Germans and their allies were soon faced with a guerrilla opposition which sucked more and more troops into the area simply to attempt to control the civilian population. Sandwiched between British and Allied operations in the Mediterranean and the campaign in Russia to the east, the Balkan conflict achieved a momentum of its own, and the Germans were never left to indulge in the relative peace that reigned elsewhere in the parts of Europe that they occupied. There is an analysis of the situation in the area after the German invasion was completed, together with comments on the rise of the partisan movements in both Yugoslavia and Greece. The Germans allies are also discussed, including the Italians, Bulgarians and Hungarians, together with comments on the puppet governments installed by the Nazis. The Germans undertook a succession of large-scale operations against resistance in the Balkans, especially against Tito s Yugoslav Communist Partisans, and these are treated in detail in the book. The situation after the withdrawal from the war of Italy in 1943 is treated as well. Much of the book looks at the actual guerrilla movements in Greece, Yugoslavia and Albania, and the operations against them in 1943 and 1944. The detail is supported by a series of maps showing especially Operations Gemsbock and Steinadler.

Book excerpt: The purpose of this study is to describe briefly the German campaign against the guerrillas in the Balkans during the period of the European Axis occupation, from the end of hostilities against Greece and Yugoslavia in April 1941 to the capture of Belgrade by the Soviet forces and the Partisans in October 1944. The activities of Germany's Italian, Bulgarian, Croatian, and other allies, as well as the British, Soviet, and United States forces in the area, are treated only to the extent that they affected German operations. The material for this study was obtained from German military records now in the custody of The Adjutant General, Department of the Army. In addition to these official records, monographs by former German officers who participated in these operations furnished considerable general information and were of assistance in supplementing the terse official reports of specific actions. The authors of these monographs, prepared for the Historical Division, United States Army, Europe, include General der Gebirgstruppen (Lieutenant General) Hubert Lanz, former commander of the XXII Mountain Corps, and Polizeioberst (Colonel of Police) Karl Gaisser, German technical adviser to the Croatian Police. The work of preparing this study was done by Major Kobert M. Kennedy of the Office of the Chief of Military History. In its presentation, every effort was made to give an accurate account of the protracted attempt by the German occupation forces to destroy their elusive guerrilla enemy in this secondary theater of war from 1941 through 1944.

Book excerpt: Operation RÖSSELPRUNG was a Second World War German operation conducted in Bosnia, which aimed at eliminating the leadership of the Partisan movement, namely Marshal Josip-Broz Tito. It was a direct action raid, which involved an airborne (parachute and glider) assault by 500 SS Fallschirmjäger (Parachute) Battalion on the suspected site of Tito’s Headquarters and a subsequent linkup with the German XV Mountain Corps converging from all directions. Operation RÖSSELPRUNG failed due to mediocre intelligence support and inadequate tactical level planning. Intelligence shortfalls were rooted primarily in poor German inter-organization relations and cooperation, including the sharing of intelligence, which resulted in missed opportunities and a failure to pinpoint Tito’s location with sufficient precision. Given the quality of intelligence provided, the plan for the airborne assault did not include sufficient flexibility for the execution of contingencies. There are three major conclusions from the failure of this operation that can be applied to contemporary operations of a similar nature: The first deals with tactics to be employed in the face of uncertain intelligence. The degree of intelligence certainty is critical in determining both the size of the force and the extent of the objective area in a direct action raid. The second is the requirement for contingency planning. Contingency planning provides commanders with flexibility once an operation has commenced to deal with the unexpected, and is especially vital in the face of uncertain intelligence. The third, and probably most critical, concerns the importance of interagency intelligence cooperation. It is vital that different intelligence organizations that are pursuing a similar goal, especially in the same theatre of operations, cooperate to the greatest extent possible.

Unfortunately the work of the spy and saboteur working in the shadows remained classified until the end of the twentieth century. The release of SOE documents in the twenty-first century provides an amazing insight into how intelligence operations were a critical part of the Allied victory of the Second World War. The aim of the book is to bring to life the stories of the ghosts of the shadow war.
