Is convinced of the General's affection for him and feels sure that his limited correspondence will not be misconstrued; is aware that responding to too many letters can be difficult, and he has been traveling to and from Massachusetts on both public and private business, which has prevented him from writing. Argues that the political system currently in place is inadequate: The powers of Congress are utterly inadequate to preserve the balance between the respective States, and oblige them to do those things which are essential for [strikeout] their own welfare or for the general good. Believes that all states are at odds with each other, at odds with the central government, and at odds within themselves. Comments that the political machine works against the public interest, especially regarding taxes. Writes, we have arrived at that point of time, in which we are forced to see our own humiliation as a nation and that a progression in this line cannot be productive of happiness either private or public - Something is wanting - and something must [struck: be obtained] be done, or we shall be involved in all the horror of faction and civil war, without a prospect of its termination. Has reason to believe there will be war with the Indians in the frontier, and explains that more troops will be added in the region. Also adds his sadness at the recent death of General [Nathanael] Greene, and his happiness at the birth of another daughter. He and his wife send their love to Washington and his wife. Discusses similar, unsuccessful activities in regard to the activities of a man named Colonel Read, and his problems with the committee sitting during the recess of the Second Continental Congress, possibly the Second Provincial Congress, which met in New York in late 1775 or the Committee of Safety. Reports Colonel Alexander McDougall's promise to exert his influence on the committee and have them send munitions to Cambridge immediately. Seeks permission to have McDougall arrange for some artillery pieces to be cast at a New York foundry. Informs Washington that he will leave for Fort Ticonderoga the following day, and expresses worries about the size of artillery he will be able to transport. Relays detailed news from Robert Livingston about the easy American victory at Montreal on 13 November 1775 that Knox believes has not reached Washington yet. Asks Washington to order Lieutenant Colonel William Burbeck to build carriages for the new artillery pieces. Has sketch of an unnamed fort on verso. Knox's retained working draft.

Discusses negotiations for peace between the U.S. and hostile Indians in the Ohio Territory. Says if the negotiations falter, it appears to be incumbent upon the United States to use decisively such degrees of their force as shall be competent, as well to the immediate protection of their exposed citizens, as to the exemplary punishment of those tribes, which, obstinately persevere in their cruel depredations upon our frontiers. Says Congress will have to examine the facts and make a decision on how to proceed. Believes that on the southwestern frontiers our own violators of the peace, and of existing treaties, should not escape with impunity, and thereby bring down upon innocent women and children, the horrors of retaliation, and involve the U.S. in an unjust war. States that the Secretary of War (Knox) will submit a report on the arsenals of the U.S., noting that large augmentations of them should be made. Says the U.S. should be prepared because of the European War, but stresses the nation should avoid getting involved. Also mentions that seaports need to be upgraded. Asserts the importance of a well organized militia to address events for which being unprepared the happiness and liberty of Societies have so frequently been overturned and ruined.

Discharged and furloughed some patients from the hospital at New Windsor, under the care of surgeon William Eustis. Reports, We have had cold unpleasant weather since commencement of the present month... [the troops] have only the remains of the thin under cloathes which they purchased in the spring. Regarding the uncertain date of discharge of troops following the recent signing of the Treaty of Paris (3 September 1783), Knox remarks, The officers in general are exceedingly anxious to have some final arrangements made... It is apparent from the foul, illiberal Spirit manifested by many parts of Connecticut, that their hands are outstretched against their officers. I mention these matters not with which to accelerate arrangements which might in some measure depend upon the British evacuating New York, but merely to share the anxiety of the officers... I am apprehensive that the preparations which have been made at this post to celebrate peace have been made in vain...

Mentions that his brother William Knox is now at Lake George preparing the sleds for the transport. Describes his travels. Comments favorably of the city of New York in comparison to Boston, but criticizes the people's pride, conceit, profaneness, and Toryism. Mentions the low population and poverty of the area between New York City and Albany. Favorably assesses Albany, New York and speculates that, because of its access to the western territories, it will one day be if not the Capital yet nearly to it of America. Criticizes treatment of American prisoners of war by the British, citing Richard Prescott's abuse of Ethan Allen. Prescott was captured by the Americans on 17 November 1775, and Knox remarks that he and other prisoners were being sent from Albany to Pennsylvania. Comments on letters between generals George Washington and William Howe in which Washington vows to treat Prescott as Allen was treated. Comments on his impression of the British prisoners.
