O estudo aborda a questão da seca na região norte do Estado do Espírito Santo (Brasil), suas principais características e condições impostas ao meio produtivo e social da região, analisando, de forma crítica, as políticas públicas territoriais que envolvem as ações contra os processos de desertificação, bem como os mecanismos de gestão dos recursos hídricos que afetam os diferentes setores interessados que, por sua vez, se organizam em redes de cooperação política para se apropriarem dos recursos disponíveis. Ao Interpretar esses movimentos sobre a região, identificou-se todo um processo segregatório de gestão de recursos, naturais ou não, e de seus efeitos sobre parcelas da população local, notadamente as tradicionais, que não dispõem dos mesmos mecanismos articulatórios, se comparadas aos do agronegócio. Para isso, a obra buscou compreender melhor a Geopolítica local que envolve as diferentes redes de atuação, como é promovida a captura de recursos e as diferentes formas de marginalização resultantes desse processo. O estudo também indica a necessidade de se trilhar novos caminhos, por meio do aprimoramento das articulações políticas de base, sobretudo das minorias de origem étnica envolvidas no processo, e a necessidade de um novo ordenamento do território nesta região, de forma a promover maior justiça espacial, de acordo com as características naturais e hídricas.
