Book excerpt: Much is at stake when we choose a word for a form of violence: whether a conflict is labeled civil war or genocide, whether we refer to “enhanced interrogation techniques” or to “torture,” whether a person is called a “terrorist” or a “patriot.” Do these decisions reflect the rigorous application of commonly accepted criteria, or are they determined by power structures and partisanship? How is the language we use for violence entangled with the fight against it? In Naming Violence, Mathias Thaler articulates a novel perspective on the study of violence that demonstrates why the imagination matters for political theory. His analysis of the politics of naming charts a middle ground between moralism and realism, arguing that political theory ought to question whether our existing vocabulary enables us to properly identify, understand, and respond to violence. He explores how narrative art, thought experiments, and historical events can challenge and enlarge our existing ways of thinking about violence. Through storytelling, hypothetical situations, and genealogies, the imagination can help us see when definitions of violence need to be revisited by shedding new light on prevalent norms and uncovering the contingent history of ostensibly self-evident beliefs. Naming Violence demonstrates the importance of political theory to debates about violence across a number of different disciplines from film studies to history.

Book excerpt: Abstract Rendition to Torture: A Critical Legal History International law has long prohibited rendering people to places where they faced torture. Nonetheless, the United States has, since the Clinton administration, through a process called extraordinary rendition, sent people to places where they were tortured. This process greatly expanded during the Bush administration. Historically, renditions were primarily used to bring war criminals and terrorists from places where extradition was difficult or impossible to countries affording a fair trial. Rendition became extraordinary when these constraints were lost and when it became a way to either "disappear" someone or to make them talk, surreptitiously using illegal means. This policy has failed. It has not deterred terrorism, has impeded intelligence gathering, and has put the United States at odds with its closest allies. It has obstructed foreign policy initiatives, and interfered with legitimate prosecutions in multiple countries. And it has demoralized intelligence agents while radicalizing opponents. Transnational resistance to U.S. renditions is slowly, however, curbing the worst excesses and may ultimately force it to come more into compliance with international law. The various pressures on the United States seem, when viewed singly, quite small. The cumulative effect, however, at least since Alvarez-Machain, has been to continually make it harder for the U.S. to operate freely. It seems safe to predict that extraordinary rendition's days are numbered.

The Chilean TRC was one of the first truth commissions established in the world. This book examines whether and how the work of the Chilean TRC contributed to the transition to democracy in Chile and to subsequent developments in accountability and transformation in that country. The book takes a long term view on the Chilean TRC asking to what extent and how the truth commission contributed to the development of the transitional justice measures that ensued, and how the relationship with those subsequent developments was established over time.It argues that, contrary to the views and expectations of those who considered that the Chilean TRC was of limited success, that the Chilean TRC has, in fact, over the longer term, played a key role as an enabler of justice and a means by which ethical and institutional transformation has occurred within Chile. But acts of violence, like U.S. drone strikes that indiscriminately kill civilians, and mass shootings that become terrorist attacks when suspects are identified as Muslim, suggest that definitions of terrorism are always contested. In Genealogies of Terrorism, Verena Erlenbusch-Anderson rejects attempts to define what terrorism is in favor of a historico-philosophical investigation into the conditions under which uses of this contested term become meaningful. The result is a powerful critique of the power relations that shape how we understand and theorize political violence. Tracing discourses and practices of terrorism from the French Revolution to late imperial Russia, colonized Algeria, and the post-9/11 United States, Erlenbusch-Anderson examines what we do when we name something terrorism. She offers an important corrective to attempts to develop universal definitions that assure semantic consistency and provide normative certainty, showing that terrorism means many different things and serves a wide range of political purposes. In the tradition of Michel Foucault’s genealogies, Erlenbusch-Anderson excavates the history of conceptual and practical uses of terrorism and maps the historically contingent political and material conditions that shape their emergence.
