Now, the Secretary of War is usually a civilian, and while he may and sometimes has had some previous military experience, yet it may be fairly said that it is not the practice in the United States to put a professional soldier at the head of the War Department. Of course, in time of peace especially, the expenditure of money enters into everything that is done, and the man who is charged with the supervision of that, the man whose authority the Quartermaster-General has to get for everything he does, and the Commissary-General for everything he does, and the Chief of Ordnance for everything he does, and so on--that man must, by the decisions that he is bound by law to make, practically control the operations of the Army in time of peace. It can not be avoided.
