We document declining women's relative wages and labor force participation in China during the last two decades, despite rapid growth and expansion of the service sector. Using household data, we provide evidence consistent with a U-shaped relationship between economic development and women's labor market outcomes. Using a model of structural transformation, we show that labor market barriers for women have increased over time. Model counterfactuals suggest that removing these barriers and increasing service sector productivity can boost both gender equality and economic growth in China.

Yet the success of these high-performing systems has not been replicated throughout the region. Tens of millions of students are in school but not learning, and as many as 60 percent of students remain in school systems that are struggling to escape from the global learning crisis or in systems where performance is likely poor. Many students in these systems fail to reach basic levels of proficiency in key subjects and are greatly disadvantaged because of it. Growing Smarter: Learning and Equitable Development in East Asia and Pacific focuses on the experiences of economies in the region that have been able to expand schooling and learning and showcases those that have managed to pursue successful education reforms at scale. Against this background, The Innovation Imperative in Developing East Asia aims to deepen understanding of the role of innovation in future development. The report examines the state of innovation in the region and analyzes the main constraints that firms and countries face to innovating. It assesses current policies and institutions, and lays out an agenda for action to spur more innovation-led growth. A key finding of the report is that countries’ current innovation policies are not aligned with their capabilities and needs. Policies need to strengthen the capacity of firms to innovate and support technological diffusion rather than just invention. This report therefore takes an integrated approach to reporting on progress, gaps and challenges related to the advancement of gender equality and women's rights across six dimensions that link the Platform's critical areas of concern and the Sustainable Development Goals. It finds that there have been important gains since the adoption of the Beijing Platform in 1995, but that progress towards gender equality has stalled and even reversed in some areas in recent years. Across the globe women's movements, energized by young feminists at the helm, are challenging slow and piecemeal progress and are impatient for systemic change. World leaders can learn from the ways in which these movements work across silos and political boundaries, seeing their work to advance the rights of women and girls as inextricably linked to the achievement of economic, social and environmental justice for all. The report features their voices that must be heard and acted upon. The report also highlights catalytic policies and programmes under each of the six dimensions as well as a number of cross-cutting strategies that can accelerate the implementation of the entire Platform for Action for this generation and the next.
