The book introduces readers to basic concepts of gender equality, equity and equal opportunities, then discusses measuring these phenomena, the methods of constructing indicators, and reviews the main indicators that have been proposed at the international level to measure gender equality. It then sets the theoretical discussions against the findings from a Jean Monnet project financed by the European Union to highlight the importance of a regional analysis of gender equality in four main study areas: Italy, Spain, France and Germany. The results make it clear that it is necessary to move from the purely national perspective hitherto used in gender equality analyses to a regional one because differences can be highly pronounced even within the same country. This is a self-contained volume requiring limited statistical expertise for the reader and is aimed at social researchers and policymakers who wish to address gender equality from a quantitative perspective.

Book excerpt: This study shows empirically that gender inequality and income inequality are strongly interlinked, even after controlling for standard drivers of income inequality. The study analyzes gender inequality by using and extending the United Nation’s Gender Inequality Index (GII) to cover two decades for almost 140 countries,. The main finding is that an increase in the GII from perfect gender equality to perfect inequality is associated with an almost 10 points higher net Gini coefficient. For advanced countries, with higher gender equity in opportunities, income inequality arises mainly through gender gaps in economic participation. For emerging market and developing countries, inequality of opportunity, in particular in education and health, appear to pose larger obstacles to income equality.

Book excerpt: We study whether higher gender equality facilitates economic growth by enabling better allocation of a valuable resource: female labor. By allocating female labor to its more productive use, we hypothesize that reducing gender inequality should disproportionately benefit industries with typically higher female share in their employment relative to other industries. Specifically, we exploit within-country variation across industries to test whether those that typically employ more women grow relatively faster in countries with ex-ante lower gender inequality. The test allows us to identify the causal effect of gender inequality on industry growth in value-added and labor productivity. Our findings show that gender inequality affects real economic outcomes.

It is formed by combining gender indicators, according to a conceptual framework, into a single summary measure. It consists of six core domains (work, money, knowledge, time, power and health) and two satellite domains (intersecting inequalities and violence). The gender equality index measures how far (or close) the EU-27 and its Member States were from achieving complete gender equality in 2010. It provides results at both Member States and EU-27 level. The gender equality index also provides results for each domain and sub-domain. It measures gender gaps that are adjusted to levels of achievement, ensuring that gender gaps cannot be regarded positively where they point to an adverse situation for both women and men. The gender equality index assigns scores for Member States, between 1, total inequality and 100, full equality.
