This study is about GEMS (the Global Environment Monitoring System) which the Conference recommended be set up to generate data and information necessary for worldwide environmental assessment. This book examines the genesis and evolution of GEMS, and the complex task involved in establishing GEMS and making it perform its functions. It relates GEMS to the factors which have shaped the international environmental agenda and cooperation since 1972. In particular, it highlights North-South differences and the problems inherent in the international organizations belonging to the UN system, vis-á-vis the novel and multifaceted challenges involved in dealing with systemic, cross-sectoral nature of global environmental problems. Effective continuous interactions between the partners requires mutual understanding: decision-makers need to understand the unique potential but also the limitations of the results of scientific research in progress while scientists must take into account the priorities and constraints of policy-makers in designing and implementing policies that will promote long-term sustainability of life on this planet. This book contributes in a unique manner to this mutual understanding: It gives an overview of the ongoing relevant research focusing on the two major international programmes, the International Geosphere-Biosphere Programme and the World Climate Research Programme. These are described in terms understandable to the interested lay reader. The results of the latest review of the Intergovernmental Panel on Climate Change (IPCC) are included. This is followed by an analysis of the response process that is in progress with respect to governments - singly and multilaterally - by business and industry and by public interest groups. Book excerpt: Climate, climate change, climate fluctuations and climatic trends are only a few of the terms used today, in not only conferences, scientific symposia and workshops, but also parliaments and in discussions throughout society. To climatologists these terms may be well known; to the vast majority of people, however, they are new, and they require definition and explanation. The World Meteorological Organization (WMO) inherited an interest and involvement in the studies of climate and climate change from its predecessor, the International Meteorological Organization (IMo), which was established in 1873. By 1929 the IMO had set up a Commission for Climatology to deal with matters related to climate studies. When, in 1950, the World Meteorological Organization assumed the mantle of the IMO, it retained the commission which, among other responsibilities, had already recognized the need for the definition and explana tion of terms used in climatology. It must also be said that much of what we now know about climate derives from the scientific and technical programmes co ordinated by IMO and now, to a much greater extent, by WMO. In 1979, the First World Climate Conference made an assessment of the status of knowledge of climate and climate variability, and recommended the establishment of a World Climate Programme. This recommendation was fully endorsed by the Eighth World Meteorological Congress, and the World Climate Programme was subse quently established by WMO in co-operation with the International Council of Scientific Unions (ICSU) and the United Nations Environment Programme (UNEP).
