Available in PDF, EPUB and Kindle. Book excerpt: First published in 1992. In 1972, the UN Conference on the Human Environment initiated the process of world environmental cooperation. This study is about GEMS (the Global Environment Monitoring System) which the Conference recommended be set up to generate data and information necessary for worldwide environmental assessment. This book examines the genesis and evolution of GEMS, and the complex task involved in establishing GEMS and making it perform its functions. It relates GEMS to the factors which have shaped the international environmental agenda and cooperation since 1972. In particular, it highlights North-South differences and the problems inherent in the international organizations belonging to the UN system, vis-á-vis the novel and multifaceted challenges involved in dealing with systemic, cross-sectoral nature of global environmental problems. The lessons of GEMS and other issues presented in this book are highly relevant to the continuing efforts to set up effective programmes for ‘earthwatching’ and to promote international environmental cooperation. They also relate more broadly to the challenges of managing global interdependence and to the need to devise supporting organizational structures through reform and strengthening of the UN system. The comprehensive nature of the political and institutional analyses presented in this book make it an academic reference work of lasting value. Its frank tone and willingness to derive prescriptive conclusions will appeal in particular to the many actors engaged in the processes and structures of global multilateral cooperation. The book will be of special use to those interested in environmental issues and international organization

Book excerpt: In recent years, the debate on the establishment of a new international agency on environmental protection - a 'World Environment Organization' - has gained substantial momentum. Several countries, including France and Germany, as well as a number of leading experts and senior international civil servants have openly supported the creation of such a new international organization. However, a number of critics have also taken the floor and brought forward important objections. This book presents a balanced selection of articles of the leading participants in this debate, including both major supporters and opponents of creating a World Environment Organization. The volume is especially relevant to students and scholars of international relations, environmental policy and international law, as well as to practitioners of diplomacy, international negotiations, and environmental policy making.

Available in PDF, EPUB and Kindle. Book excerpt: Climate change is one of the most pressing problems facing the global community. Although most states agree that climate change is occurring and is at least partly the result of humans’ reliance on fossil fuels, managing a changing global climate is a formidable challenge. Underlying this challenge is the fact that states are sovereign, governed by their own laws and regulations. Sovereignty requires that states address global problems such as climate change on a voluntary basis, by negotiating international agreements. Despite a consensus on the need for global action, many questions remain concerning how a meaningful international climate agreement can be realized. This book brings together leading experts to speak to such questions and to offer promising ideas for the path toward a new climate agreement. Organized in three main parts, it examines the potential for meaningful climate cooperation. Part 1 explores sources of conflict that lead to barriers to an effective climate agreement. Part 2 investigates how different processes influence states’ prospects of resolving their differences and of reaching a climate agreement that is more effective than the current Kyoto Protocol. Finally, part 3 focuses on governance issues, including lessons learned from existing institutional structures. The book is unique in that it brings together the voices of experts from many disciplines, such as economics, political science, international law, and natural science. The authors are academics, practitioners, consultants and advisors. Contributions draw on a variety of methods, and include both theoretical and empirical studies. The book should be of interest to scholars and graduate students in the fields of economics, political science, environmental law, natural resources, earth sciences, sustainability, and many others. It is directly relevant for policy makers, stakeholders and climate change negotiators, offering insights into the role of uncertainty, fairness, policy linkage, burden sharing and alternative institutional designs.

Book excerpt: There has been a concurrent growth in interest in the institutions that deal with global environmental issues. A vast number of international organizations address these matters; this volume provides an overview of the major global institutions attempting to protect the natural environment. It first considers the United Nations Environment Programme and the other entities within the United Nations that play important roles in global environmental governance. It then examines institutions clustered by issue area, introducing institutions that focus on protecting endangered species and biodiversity, those that govern the ocean environment, those focusing on the atmosphere, and a recent set of institutions that regulate the transboundary movement of hazardous substances. It concludes with current debates on financing international environmental action, gaining widespread participation by states, and the question of whether the institutional structure of global environmental governance can, and should, be fundamentally reformed. The volume as a whole focuses on: the underlying causes of global environmental problems the creation of global environmental institutions the effectiveness of action undertaken by these institutions. Written by an acknowledged expert in the field, Global Environmental Institutions is essential reading for students of environmental politics and international organizations.

Book excerpt: Exploring the intersection of the 'domestic' and the 'international' in environmental politics, this book presents seven original case studies which show how the internationalization of environmental protection efforts is altering policy-making processes, policy outcomes, and the effectiveness of policy implementation. The authors argue that while new norms and institutions for the global environment are emerging which are changing policy-making processes at the national and regional levels, sub-state politics continues to influence strongly the nature of national responses to international environmental problems. The volume examines climate change politics in China, Japan, and Germany; ozone layer protection in the United States, United Kingdom, Japan, and Germany; East-West environmental cooperation and the former Soviet Union; Zimbabwe and the Convention on International Trade in Endangered Species; biodiversity politics in the United States and United Kingdom; and environmental protection within the European Union.
