Book excerpt: The 1982 United Nations Convention on the Law of the Sea (UNCLOS) remains the cornerstone of global ocean governance. However, it lacks effective provisions or mechanisms to ensure that all ocean space and related problems are dealt with holistically. With seemingly no opportunity for revision due to the Conventions burdensome amendment provisions, complementary mechanisms dealing with such aspects of global ocean governance including maritime transport, fisheries, and marine environmental sustainability, have been developed under the aegis of the United Nations and other relevant international organizations. This approach is inherently fragmented and unable to achieve sustainable global ocean governance. In light of the Sustainable Development Goals (SDGs), particularly Goal 14, the IMLI Treatise proposes a new paradigm on the basis of integrated and cross-sectoral approach in order to realise a more effective and sustainable governance regime for the oceans. This volume focuses on the role of the UN Specialized Agencies towards the development of effective and sustainable ocean governance by looking at the more elaborate mechanisms they developed in order to achieve the desired objectives laid down in UNCLOS. This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad. Tracking progress with indicators can act as a report card to measure progress towards restoration and help ensure the accountability of all stakeholders for achieving the goals. The guide uses country case studies to show how a practitioner could answer the questions, offering a menu of potential indicators for measuring progress that other monitoring practitioners might find useful. Next, it highlights the different types of data that can feed into creating an indicator framework, depending on resource constraints and information needs. Some restoration programs may require fewer, cost-effective indicators that are collected locally. Other programs, may be able to integrate small, locally collected data with big data from satellite imagery and social media.
