Book excerpt: Since 1995, the statutory debt limit has been increased 12 times to its current level of $14.294 trillion. The Dept. of the Treasury (DoT) notified Congress that the current debt limit could be reached as early as April 5, 2011. Under current law debt subject to the limit will exceed $25 trillion in 2021. This report: (1) describes the actions that DoT traditionally takes to manage debt near the limit; (2) analyzes the effects that approaching the debt limit has had on the market for DoT securities; and (3) describes alternative mechanisms that would permit consideration of the link between policy decisions and the effect on debt when or before decisions are made. Charts and tables. This is a print on demand edition of an important, hard-to-find report.
Book Synopsis The Need for Humility in Policymaking by : Stefanie Haeffele
Download or read book The Need for Humility in Policymaking written by Stefanie Haeffele and published by Rowman & Littlefield. This book was released on 2019-08-22 with total page 331 pages. Available in PDF, EPUB and Kindle. Book excerpt: Regulations impact a wide array of market and social activities that influence our daily lives. Regulations are attempts to correct perceived market failures, caused by information asymmetries, externalities, and principal-agent problems, and to provide public goods, which would otherwise be underprovided. Government actors are responsible for identifying these issues, weighing the costs and benefits of intervention, and designing and implementating regulations to improve society. Good regulations help mitigate issues in the economy without inciting new problems and without the costs exceeding the benefits of intervention. This requires intensive analysis and an awareness of the complexities of social life. Our society is complex and dynamic where people face knowledge and incentive problems, whether in the market, politics, or civil society. By examining this complex reality, we can better understand why regulations arise and persist and the challenges of reform. We argue that this approach to policymaking and policy analysis requires humility; an acknowledgment of the challenges we face when intervening in our society. This volume intends to cultivate an appreciation for the complexity of human decision making and the incentives that drive human behavior. By examining specific policy changes, it will delve into the effects of and lessons learned from regulations in financial markets, computer and internet governance, and health care innovation and delivery. This volume will be of interest to students, scholars, and policymakers who seek to understand the complexities of regulation in a dynamic social world.

Book Synopsis Federal Debt by : United States. General Accounting Office
Download or read book Federal Debt written by United States. General Accounting Office and published by . This book was released on 1996 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Articles, reports, and books on the federal debt and its effects tend to be complex and technical. As a result, the public frequently misunderstands these issues. For example, people often forget that even if Congress and the President agree to balance the annual budget within the next several years, the federal debt will continue to grow until balance is actually achieved. Although declining deficits and, ultimately, balanced budgets could reduce the debt as a share of the economy, the debt will not decline unless there is a budget surplus. This document responds to frequently asked questions about the federal debt, deficits, and interest rates. GAO organizes these questions into three sections: (1) trends in the federal debt, deficits, and interest; (2) sales and ownership of federal debt; and (3) effects of the federal debt. For readers who are interested in more detailed information on these topics, GAO includes a short bibliography.

Book Synopsis Man-made Catastrophes and Risk Information Concealment by : Dmitry Chernov
Download or read book Man-made Catastrophes and Risk Information Concealment written by Dmitry Chernov and published by Springer. This book was released on 2015-10-27 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book discusses the risks of information concealment in the context of major natural or industrial disasters – offering detailed descriptions and analyses of some 25 historical cases (Three Mile Island nuclear accident, Bhopal disaster, Challenger Space Shuttle explosion, Chernobyl nuclear disaster, Deepwater Horizon oil spill, Fukushima-Daiichi nuclear disaster, Enron’s bankruptcy, Subprime mortgage crisis, Worldwide Spanish flu and SARS outbreaks, etc.) and applying these insights to selected on-going cases where such information concealment is suspected. Some successful examples of preventive anti-concealment practice are also presented. In the book, the term ‘concealment’ is used to represent the two distinct behaviors uncovered in the investigations: (i) facts and information about an organization and its functioning being hidden from those that need them – here the concealment can be due to various factors, such as complexity and miscommunication, to name but two – and (ii) the conscious and deliberate action of keeping important information secret or misrepresenting it. This second meaning makes up a surprisingly important part of the evidence presented. Accordingly, emphasis has been put on this second aspect and the approach is more pragmatic than academic, remaining focused on evidence-based practical and useful factors. It raises awareness and provides valuable lessons for decision- makers, risk specialists and responsible citizens alike. This work is also intended as a fact-based reference work for future academic and scholarly investigations on the roots of the problem, in particular regarding any psychological or sociological modeling of human fallibility.
