It involves a significant extension and strengthening of links between research and practice and is directed to the task of increasing police effectiveness in the field of community crime prevention. This volume provides an international perspective that synthesizes recent research results from the United States and other countries – including systematic reviews of large bodies of evidence – to illuminate several of the most challenging issues currently confronting police departments. It examines recent advances in research-based models of policing and the expanding base in outcome evaluation. Key areas of coverage include: Managing the nighttime economy. Supervising sex offenders. Tackling domestic/intimate partner violence. Addressing school violence and the formation of gangs. Reducing victim and witness retraction and disengagement. Responding to mental disorders, safeguarding vulnerable adults, and providing victim support. Leveraging public awareness campaigns. In addition, each chapter presents an overview of key issues within a designated area, synthesizes existing reviews, and examines the most recent research. The book clearly and concisely presents major concepts, theories, and research findings, thereby providing both conceptual and analytic tools alongside an integrated presentation of principal findings and messages. The volume concludes with a discussion of current directions in research, key developments in policing strategies, and identification of effective operational structures for facilitating and sustaining research-practice links. Evidence-Based Policing and Community Crime Prevention is a must-have resource for researchers, clinicians and other professionals, and graduate students in forensic psychology, criminology and criminal justice, public health, developmental psychology, psychotherapy and counseling, psychiatry, social work, educational policy and politics, health psychology, nursing, and behavioral therapy/rehabilitation.

Book excerpt: Proactive policing, as a strategic approach used by police agencies to prevent crime, is a relatively new phenomenon in the United States. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.

More than 60,000 individuals age 16 or older participated in a nationally survey. Detailed findings on face-to-face contacts with police include the reason for and outcome of the contact, resident opinion on police behavior during the contact, and whether police used or threatened to use force during the contact. The document contains demographic characteristics of residents involved in traffic stops and use-of-force incidents and provides comparative analysis with prior survey findings. Overall, the study found that about 9 out of 10 people who had contact with police in 2005 felt that the police acted properly. Tables.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the Youth Police Initiative (YPI) intervention with a comprehensive look at its effects in Boston as well as Brownsville, Brooklyn, a neighborhood that has both rich community networks as well as the highest crime rate in New York City. Based on a phenomenological approach, The Case for Youth Police Initiative: Interdependent Fates and the Power of Peace offers first-person narratives of youth, police, and community members in Brownsville as the YPI program was put into action Police shootings and other negative exchanges between community members and the police have brought heightened awareness to the volatile relations between communities and police. The North American Family Institute began the YPI in Baltimore in 2003 with the ambition of keeping vulnerable youth away from arrests, gangs, guns, violence, and death. The program has been replicated in several communities in the United States and beyond. The focus of YPI training is to address the dual challenge of teaching youth the skills to resolve daily conflicts with authority while also teaching police officers to have meaningful dialogue with young people. The voices of the stakeholders reveal changes in attitudes and actions from before, during, and after YPI’s implementation. A comprehensive illustration of the intervention’s arc provides the reader with an in-depth, textured perspective of what it takes to prevent pernicious eruptions of tension between police and the community they are charged to serve and protect. YPI’s success in addressing tensions between youth and police in Boston and Brownsville, Brooklyn, maps out a blueprint for progress in other communities. Suitable for scholars and researchers in juvenile justice, law enforcement, psychology, and social work as well as practitioners on the front lines, The Case for Youth Police Initiative will provoke dialogue on best practices for changing the volatile climate between police and the youths in their communities.

Available in PDF, EPUB and Kindle. Book excerpt: With the adoption of the United Nations Convention on the Rights of the Child (1989), commentators began to situate the evolution of the status of children within the context of the “property to persons” trajectory that other human rights stories had followed. In the first edition of A Question of Commitment, editors R. Brian Howe and Katherine Covell provided a template of analysis for understanding this evolution. They identified three overlapping stages of development as children transitioned from being regarded as objects to subjects in their own right: social laissez-faire, paternalistic protection, and children’s rights. In the social laissez-faire stage, children are regarded as objects, and largely as the property of parents. In the paternalistic protection stage, children are seen as vulnerable and in need of protection. The children’s rights stage lays emphasis on children as rights-bearers, as individuals in their own right with entitlements. In this second edition, new essays assess the extent to which children’s rights have been incorporated into their respective areas of policy and law. The authors draw conclusions about what the situation reveals about the status of children in Canada. Overall, many challenges remain on the pathway to full recognition and citizenship.

The 2007 data bring some welcome news, as the recent trend of modest increases in juvenile arrests in 2005 and 2006 has been broken. The good news is reflected not only in the 2% decline in overall juvenile arrests and the 3% decline in juvenile arrests for violent crimes from 2006 to 2007 but also in the data for most offense categories, for males and females, and for white and minority youth. However, one area that merits continued attention is disproportionate minority contact with the juvenile justice system. For example, the arrest rate for robbery among black juveniles was more than 10 times that for white youth in 2007. Charts and tables.

Book excerpt: Young People and the Struggle for Participation rethinks dominant concepts and meanings of participation by exploring what young people do in public spaces and what these spaces mean to them, individually and collectively. This book discusses how different spaces and places structure and are in turn structured by young peoples’ activities. Drawing on findings from a comparative study in eight European cities, insights into different styles of youth participation emerging from formal, non-formal and informal settings are presented. The book provides a comparative analysis of how transnational discourses, national welfare states and local youth policies affect youth participation. It also investigates how it comes about that young people get involved in different forms of participation in the course of their biographies. This book will appeal to academics, researchers and post-graduate students in the fields of youth studies, community studies, sociology of education, political science, social work, psychology and anthropology.

Book excerpt: The often-tenuous relationship between law enforcement and communities of color, namely African Americans, has grown increasingly strained, and the call for justice has once again ignited the demand for criminal justice reform. Rebuilding the trust between the police and the citizens that they have sworn to protect and serve requires that criminal justice practitioners and educators collaborate with elected officials and commit to an open, ongoing dialogue on the most challenging issues that remain unresolved but demand collective attention and support. Reform measures are not limited to policing policies and practices, but rather extend throughout the criminal justice system. There is no denying that the criminal justice system as we know it is flawed, but not beyond repair. Global Perspectives on Reforming the Criminal Justice System provides in-depth and current research about the criminal justice system around the world, its many inadequacies, and why it urgently needs reformation. Offering a fully fleshed outline of the current system, this book details the newest research and is incredibly important to fully understand the flaws of the criminal justice system across the globe. The goals of this book are to improve and advance the criminal justice system by addressing the glaring weaknesses within the system and discuss potential reforms including decreasing the prison population (decarceration) and improving police/community relations. Highlighting topics that include accountability, community-oriented policing, ethics, and mass incarceration, this book is ideal for law enforcement officers, trainers/educators, government officials, policymakers, correctional officers, court officials, professionals, researchers, academicians, and students in the fields of criminal justice, criminology, sociology, psychology, addictions, mental health, social work, public policy, and public administration.

Book excerpt: "In September 2011, two leading civic engagement advocacy organizations headed, respectively, by Robert Putnam and Peter Levine released a joint report showing that a region's level of civic engagement was a strong predictor of its ability to recover from the Great Recession. This finding confirms what advocates of civic engagement have long hypothesized: that strengthening the networks between government and civil society and increasing citizen participation results in better government and better community outcomes. However, citizens concerned about the economic crisis need more than just deliberation or community organizing alone to achieve these outcomes. What they need, according to Peter Levine, is a movement devoted to civic renewal. Deliberative democracy-the idea that true democratic legitimacy derives from open, inclusive discussion and dialogue rather than simple voting-has become an extremely influential concept in the last two decades. In We Are the Ones We Have Been Waiting For, Peter Levine contends that effective deliberative democracy depends upon effective community advocacy. Deliberation, he shows, is most valuable when talk and debate are integrated into a community's everyday life. To illustrate how it works, Levine draws lessons from both community organizing and developmental psychology, and uses examples of successful efforts from communities across America as well as fledgling democracies in Africa and Eastern Europe. By engaging in this type of civic work, American citizens can meaningfully contribute to civic renewal, which, in turn, will address serious social problems that cannot be fixed in any other way"--
