To overcome some of the limitations of a heuristic method of unconstrained scheduling problems, a new resource allocation technique is presented as a way to account for and incorporate uncertainties into scheduling. Using this fuzzy set theory technique, resources are allocated to minimize unavoidable project delays, utilize available resources, and reduce resource interruptions. Three criteria are used to measure performance compared to the Minimum Late Finish (MINLFT) and the Minimum Slack (MINSLK) rules: project duration, resource utilization, and resource interruption. 51 cases were studied from the literature. The proposed method produced 25 solutions which satisfied all three objectives simultaneously, a number that is about 60 percent higher than the MINLFT and MINSLK rules. A framework for performing resource allocation in an uncertain environment is provided, along with an outline of the two major steps of this technique: Group Formation and Group Evaluation.

Book excerpt: Nurse rostering is a complex scheduling problem that affects hospital personnel on a daily basis all over the world. This paper presents a new component-based approach with adaptive perturbations, for a nurse scheduling problem arising at a major UK hospital. The main idea behind this technique is to decompose a schedule into its components (i.e. the allocated shift pattern of each nurse), and then mimic a natural evolutionary process on these components to iteratively deliver better schedules. The worthiness of all components in the schedule has to be continuously demonstrated in order for them to remain there. This demonstration employs a dynamic evaluation function which evaluates how well each component contributes towards the final objective.Two perturbation steps are then applied: the first perturbation eliminates a number of components that are deemed not worthy to stay in the current schedule; the second perturbation may also throw out, with a low level of probability, some worthy components. The eliminated components are replenished with new ones using a set of constructive heuristics using local optimality criteria. Computational results using 52 data instances demonstrate the applicability of the proposed approach in solving real-world problems.

The task of creating a schedule that adequately covers patient demand while satisfying the preferences of employees, observing work regulations, and ensuring a fair distribution of work is highly complex. Even though this highly complex task directly affects measures such as patient waiting time and employee satisfaction, many organizations still resort to the traditional and cumbersome manual solution methods. A large segment of prior research on personnel scheduling in healthcare focuses on nurse rostering and the development of automated tools to aid in scheduling. The drawbacks to these methods include the lack of generality and the need for specialized software packages and training. The aim of this study is the development of an effective, low cost, and uncomplicated heuristic tool to aid schedulers in outpatient centers. Solution methodologies used by previous researchers in problems such as nurse rostering and aircrew rostering are adapted to the particular problem of physician scheduling in mixed specialty outpatient clinics. The developed heuristic tool obtains an initial feasible solution using a greedy algorithm and then uses the simulated annealing metaheuristic to improve the solution, which is a measure of physician satisfaction. The heuristic tool developed in this study was tested using eight randomly generated data sets to model 45 unique cases. The heuristic found the optimal solution in 19 of the 45 tested cases. The average difference from the optimal physician satisfaction rating in the other 26 cases was 0.35%.

Since the ?rst conference in Edinburgh in 1995, the range of timetabling applications at the conferences has become broader and more diverse. In the s- ected papers volume from the 1995 conference, there were just two contributions (out of 22) which did not speci?cally address school and university timetabling. In the selected papers volume from the 1997 conference in Toronto, the number of papers which tackled non-educational problems increased. Two of the papers addressed more than one timetabling application. In both of these papers, educational applications were considered in addition to other applications. A further three papers were concerned with non-educational applications. The conference steering and programme committees have worked hard to attract a wide range of timetabling applications. In the conference held in Konstanz in 2000, the diversi?cation of timetabling problems increased signi?cantly. Of the 21 selected papers in the postconference volume, just 13 were speci?cally concerned with educational timetabling. In the previous volumes, the papers had been sectioned according to solution technique. In the Konstanz volume the papers were classi?ed according to application domains. One section of the volume was entitled “Employee Timetabling,” while sports timetabling, air?eet scheduling, and general software architectures for timetabling were also represented. In the present volume, more than one-third of the 21 papers discuss problems in application areas other than academic and educational ones. Sports timetabling and hospital timetabling are particularly well represented.
