Book excerpt: Since low energy nuclear physics research was discontinued at Brookhaven and replaced by a relativistic heavy ion program, large blocks of time became available at the Tandem Van de Graaff Facility for technological applications and for research in other areas. The main technological application has been the single event upset (SEU) testing of microelectronic devices and this activity has been steadily increasing over the last few years. The ion beam requirements for this type of work are discussed and a description is given of methods used for satisfying these requirements at the Brookhaven facility. Available ion species, energies, ranges, LETs and beam intensities, purity and uniformity are discussed. Characteristics are summarized of a sophisticated and extremely user friendly test chamber and associated hardware and software installed at Brookhaven by a coalition of government agencies and made available for general use. The possibility is mentioned of extending SEU testing to higher energies by using heavy ion beams from a Booster synchrotron now under construction and from the existing large Alternating Gradient Synchrotron (AGS). Finally a brief discussion is given of compatibility with other programs and of future availability of low and high energy heavy ions for SEU testing at Brookhaven. 13 refs., 3 figs.

A central goal of modern nuclear physics is to understand the structure of the proton and neutron directly from the dynamics of their quarks and gluons governed by the theory of their interactions, quantum chromodynamics (QCD), and how nuclear interactions between protons and neutrons emerge from these dynamics. With deeper understanding of the quark-gluon structure of matter, scientists are poised to reach a deeper picture of these building blocks, and atomic nuclei themselves, as collective many-body systems with new emergent behavior. The development of a U.S. domestic electron-ion collider (EIC) facility has the potential to answer questions that are central to completing an understanding of atoms and integral to the agenda of nuclear physics today. This study assesses the merits and significance of the science that could be addressed by an EIC, and its importance to nuclear physics in particular and to the physical sciences in general. It evaluates the significance of the science that would be enabled by the construction of an EIC, its benefits to U.S. leadership in nuclear physics, and the benefits to other fields of science of a U.S.-based EIC.

This last year a total of 4 x 1019 protons were delivered on target in a period of approximately 20 weeks. Physics interest is very strong, half of the submitted proposals are rejected (thereby maintaining high quality experiments) and the program is full over the next two years. The future colliding beam facility will utilize the AGS as an injector and will be a dedicated facility. It will have six intersection regions, run> 107 sec/year, and explore a new domain of energy and luminosity. Common to all the considered alternatives is a large aperture proton ring. These possible choices involve pp, ep, and heavy ion variants. The long term philosophy is to run the AGS as much as possible, continuously to upgrade it in performance and reliability, and then to phase it down as the new collider begins operation. (WHK).

Book excerpt: We have recently seen the rapid development of a new field of physics in which the long distance aspects of QCD may be explored in very high energy nuclear collisions: elementary properties of the strong interaction, the structure of the QCD vacuum, and the mechanism of quark confinement in hadrons may be addressed through the macroscopic behavior of nuclear matter at extreme conditions of temperature and baryon density; specifically, extended volumes of hadronic matter with energy densities greater than 10 times that of the nuclear ground state. The possibility of creating such conditions in laboratory experiments with ultra-relativistic heavy ion collisions has attracted increasing numbers of nuclear and particle physicists. The discovery and exploration of a new form of matter consisting of an extended plasma of quarks and gluons embraces the interests and techniques of both these communities, with important consequences for astrophysics as well. I will summarize the status of efforts to realize the high energy nuclear beams required to do these experiments, and describe the experimental programs which are being planned. 9 references.

Book excerpt: In 1999, after almost 40 years of independent existence, the Brookhaven Alternating Gradient Synchrotron (AGS) is scheduled to be pressed into service as an injector to the Relativistic Heavy Ion Collider (RHIC). Although at first sight this seems like the end of an era, in actuality, it represents a very attractive new opportunity. For the AGS is actually needed by RHIC for only a few hours per day. The balance of the time it is available for extracted proton beam work at a very small incremental cost. This represents the reverse of the current situation in which the nuclear physics program gets access to the AGS (for fixed target heavy ion experiments) at incremental cost, while the base cost of maintaining the accelerator is borne by the high energy physics program. Retaining the AGS for particle physics work would broaden the US HEP program considerably, allowing continued exploitation of the world's most intense source of medium energy protons. High energy possibilities include incisive probes of Standard Model and non-SM CP-violation, and of low energy manifestations of supersymmetry.

Book excerpt: The CBA accelerator, configured as a two-ring hadron-hadron machine, is the only facility planned for the foresseable future in which truly high energy heavy ion collisions can be realized. It has been established that ions of atomic mass number up to A approx. = 130 can be injected at modest cost and accelerated in the standard magnet lattice with luminosity L approx. = 1028 cm−2sec−1, and that the same luminosity can be achieved with a missing magnet lattice incorporating only one-third of the magnets in the full energy machine. At full energy (.sqrt.s = 800 GeV for pp collisions) the energy-per-nucleon in nucleus-nucleus collisions would be .sqrt.s/A = 400 GeV/nucleon. The purpose of this report is to describe the possibilities for experiments with such a facility. The theoretical work which points to a deconfining phase transition when the energy density of hadronic matter exceeds a value of approx. = 1 GeV/fm3 is briefly described and predictions for observable consequences of such a transition are discussed. The basis for estimating the parameters of nuclear collisions required to produce such energy densities is described. Some specific aspects of an experimental program at CBA are addressed. (WHK).
