Book excerpt: We have recently seen the rapid development of a new field of physics in which the long distance aspects of QCD may be explored in very high energy nuclear collisions: elementary properties of the strong interaction, the structure of the QCD vacuum, and the mechanism of quark confinement in hadrons may be addressed through the macroscopic behavior of nuclear matter at extreme conditions of temperature and baryon density; specifically, extended volumes of hadronic matter with energy densities greater than 10 times that of the nuclear ground state. The possibility of creating such conditions in laboratory experiments with ultra-relativistic heavy ion collisions has attracted increasing numbers of nuclear and particle physicists. The discovery and exploration of a new form of matter consisting of an extended plasma of quarks and gluons embraces the interests and techniques of both these communities, with important consequences for astrophysics as well. I will summarize the status of efforts to realize the high energy nuclear beams required to do these experiments, and describe the experimental programs which are being planned. 9 references.

Book excerpt: Understanding of protons and neutrons, or "nucleons"â€"the building blocks of atomic nucleiâ€"has advanced dramatically, both theoretically and experimentally, in the past half century. A central goal of modern nuclear physics is to understand the structure of the proton and neutron directly from the dynamics of their quarks and gluons governed by the theory of their interactions, quantum chromodynamics (QCD), and how nuclear interactions between protons and neutrons emerge from these dynamics. With deeper understanding of the quark-gluon structure of matter, scientists are poised to reach a deeper picture of these building blocks, and atomic nuclei themselves, as collective many-body systems with new emergent behavior. The development of a U.S. domestic electron-ion collider (EIC) facility has the potential to answer questions that are central to completing an understanding of atoms and integral to the agenda of nuclear physics today. This study assesses the merits and significance of the science that could be addressed by an EIC, and its importance to nuclear physics in particular and to the physical sciences in general. It evaluates the significance of the science that would be enabled by the construction of an EIC, its benefits to U.S. leadership in nuclear physics, and the benefits to other fields of science of a U.S.-based EIC.

We also report theoretical investigations of the physics perspectives of heavy-ion collisions at a future high-energy collider. These include initial parton production, collective expansion of the dense medium, jet quenching, heavy-quark transport, dissociation and regeneration of quarkonia, photon and dilepton production. Here, we illustrate the potential of future experimental studies of the initial particle production and formation of QGP at the highest temperature to provide constraints on properties of strongly interaction matter.

Materials processing and treatment includes ion implantation (semi-conductor materials, metals, ceramics, etc.) and electron beam irradiation (sterilization of medical devices, food pasteurization, treatment of carcasses and tires, cross-linking of polymers, cutting and welding, curing of composites, etc.). Materials analysis covers ion beam analysis (IBA), non-destructive detection using photons and neutrons, as well as accelerator mass spectrometry (AMS). All the products that are processed, treated and inspected using beams from particle accelerators are estimated to have a collective value of US$500 billion per annum worldwide. Book excerpt: This was the fifth of a continuing series of summer studies held at LBL to discuss high energy heavy ion collisions. Recently, a similar meeting has been held on alternate years at GSI (Darmstadt); and, in 1979, we held a meeting at LBL exclusively devoted to ultra-relativistic nuclear collisions. Two new features distinguish this study from earlier meetings in the series. First, the energy range for discussion was broadened by including collisions from about 20 MeV/nucleon to the highest available in the cosmic radiation. The lower range, particularly below 100 MeV/nucleon, will be under intense study in the near future with machines such as the upgraded Bevalac, Michigan State University Superconducting Cyclotron, GANIL in France, and the SC at CERN. Recently, the high energy collision regime has been expanded by the successful operation of the CERN ISR with alpha particles. Second, in addition to an extensive program of invited talks, we decided for the first time to actively solicit contributions. Forty-seven individual items from the conference were prepared separately for the data base. (GHT).
