Book excerpt: Despite some improvement in theatre utilisation, waiting lists and the length of time which patients have to wait for treatment in Northern Ireland remain the worst in the UK. Using operating theatres to their optimum could directly contribute to their reduction. Following on from a Northern Ireland Audit Office report (HCP 552, session 2002-03; ISBN 0102924333) published in April 2003, the Committee's report examines options for maximising operating theatre capacity and reducing waiting lists; better theatre management and control; and the shortage of theatre staff and the limited availability of beds.

Public Accounts Committee and published by . This book was released on 2008-04-24 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report follows up the DFP(NI) response (Cm. 6699, ISBN 9780102939354) to the Westminster Committee of Public Accounts earlier report on this subject (HC 414, session 2005-06, ISBN 9780215025777). The Committee welcomes the significant improvement in waiting times, which has been brought about by a range of measures, including robust monitoring and performance management arrangements and the introduction of sanctions for poor performance. Operating theatre capacity is programmed for 64 per cent use each week and over 95 per cent of these sessions are used. While there has been some use of theatres in the evening and at weekends, principally through the use of contracts with the private sector to help reduce waiting lists, providers are still not maximising the use of the facilities. The Department has required Trusts to reduce the rate of cancellation of operations to 5 per cent or less, and this has been achieved through a range of measures, including minimum notice for taking leave, the introduction of partial booking systems and the greater use of preoperative assessments. Even so, the 2005-06, the cancellation rate of 4.5 per cent is estimated to have cost the health service £6.4 million of resources which were wasted or not used to best effect. A new computerised management information system was planned to be in place by the end of 2006. Although it is in place in some areas, it is not expected to be fully implemented until the end of 2008. The Committee believes that this should have been completed earlier.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a collection of studies on mental health services in Ireland from the beginning of the nineteenth century to the present day. Essays cover overall trends in patient numbers, an exploration of the development of mental health law in Ireland, and studies on individual hospitals – all of which provide incredible insight into times past and yet speak volumes about mental health in contemporary Irish society. Topics include the famous nursing strike at Monaghan Asylum in 1919, when a red flag was raised over the building; extracts from Speedwell, a hospital newsletter, showing the social and sporting life at Holywell Hospital during the 1960s; an exploration of diseases such as beriberi and tuberculosis at Dundrum and the Richmond in the 1890s; the problems encountered by doctors in Ballinasloe Asylum as they tried to exert their authority over the Governors; and the experiences of Irish emigrants who found themselves in asylums in Australia and New Zealand. The book also includes a discussion of mental health services in Ireland 1959–2010, the first time such a chronology has been published. The editor, Pauline Prior, and the contributors, including Brendan Kelly, Dermot Walsh, Elizabeth Malcolm and E.M. Crawford, are well-known scholars within the disciplines of medicine, sociology and history, coming together for the first time to present an essential book on the history of mental health services in Ireland.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past 40 years, social work in Northern Ireland has been responsive to a number of changing contexts and environments. Throughout 'the Troubles,' social workers had to develop methods of ensuring services were delivered in spite of the surrounding violence and civil disturbance. At the same time, they developed imaginative and creative new services in response to needs and demands. This book outlines the historical development of social work in Northern Ireland, looking at what has been achieved and analyzing the challenges for the future. It considers the role of social work in a society emerging from conflict, facing demographic, technological, and economic changes. Social work in Northern Ireland has been dismissed by policy makers and academics as unique, special, or different, and therefore not worthy of attention. This book demonstrates that international audiences have much to learn from the social work response to a changing political landscape.

Available in PDF, EPUB and Kindle. Book excerpt: The NHS came into existence in an atmosphere of conflict centred on the strong ideological commitment of the Post-war Labour Government and the opposition of the Conservative Party of that time to the idea of a universally available and centrally planned medical care service. There was also opposition from some sections of the medical establishment who feared the loss of professional autonomy. Setting health policy in both an historical and modern context (post 1997) Carrier and Kendall weigh up the successes and failures of the National Health Service and examine the conflicts which have continued for over sixty years, in spite of efforts to solve financial problems in the NHS through increases in funding as well as structural and organisational change. After looking at recent responses to supposed failures of the NHS, they conclude that the NHS has successfully faced the challenges before it and is likely to continue to meet the changing health needs of the population. Financial stresses, concerns about the quality of care and demographic change, with consequent issues for the elderly and the chronically ill, continue to be urgent and politically contentious issues. This book is appropriate for a wide range of undergraduate and postgraduate students studying health policy and the NHS.

Book excerpt: 13 acute hospital Trusts, incorporating 21 hospitals and using 102 operating theatres, provide surgical and medical services in Northern Ireland. Waiting lists and the length of time which patients have to wait for treatment in Northern Ireland are currently the worst in the United Kingdom. Using operating theatres to their optimum could directly contribute to their reduction. In this light the NIAO examined the use made of operating theatres, and particularly, issues relating to the management and control of theatres, resources and planning.
