Book excerpt: This book sincerely attempts to discuss the municipal administration in the Southern states of the country in the post 74th-CAA (Constitutional Amendment Act) era. The legal structural frame work of urban governance in the four major developed states in the country is highlighted in the book. Separate sections have been devoted to the urban local bodies in the transitional, smaller and larger urban areas. The mandatory provisions enshrined in the constitution regarding the Ward Committees, District and Metropolitan Planning Committees. Finance Commission and State Election Commission are discussed separately. The consolidated picture in all the four states at a glance is depicted in Annexures appended at the end. This book will definitely prove to be a pioneering work on the subject. It would be of immense help to the academicians, researchers and students in the field of administration in particular.

It is the first comprehensive volume that offers comparative frameworks on urban governance across all states in the region: Karnataka, Andhra Pradesh, Telangana, Tamil Nadu and Kerala. The book focuses on governance in small district-level cities and raises crucial questions such as the nature of urban planning, major outstanding issues for urban local governance, conditions of civic amenities such as drinking water and sanitation and problems of social capital in making urban governance work in these states. It emphasizes on both efficient urban governance and effective local democracy to meet the challenges of fast-paced urbanization in these states while presenting policy lessons from their urbanization processes. Rich in empirical data, this book will be useful to scholars and researchers of political studies, public administration, governance, public policy, development studies and urban studies, as well as practitioners and non-governmental organizations.

Available in PDF, EPUB and Kindle. Book excerpt: Focusing on politics and society in India, this book explores new areas enmeshed in the complex social, economic and political processes in the country. Linking the structural characteristics with the broader sociological context, the book emphasizes the strong influence of sociological issues on politics, such as social milieu shaping and the articulation of the political in day-to-day events. Political events are connected with the ever-changing social, economic and political processes in order to provide an analytical framework to explain ‘peculiarities’ of Indian politics. Bidyut Chakrabarty argues that three major ideological influences of colonialism, nationalism and democracy have provided the foundational values of Indian politics. Structured thematically and chronologically, this work is a useful resource for students of political science, sociology and South Asian studies.

Available in PDF, EPUB and Kindle. Book excerpt: Focusing on Karnataka in India, this study examines the implications of the model of development sought to be introduced in the entire country through the governance reforms of the post-1991 period — a model that bypasses Panchayat Raj institutions (PRIs), resulting in a majority of the population being left outside the purview of development. These changes in governance resulted in, among other things, the prolific growth of NGOs in the country, particularly in Karnataka. Explaining how community-based organizations (CBOs) set up by these NGOs have made their way into rural Karnataka, this book expresses concern over how they now perform functions that rightly belong to PRIs following the 73rd Amendment to the Constitution which devolves 29 functions to local self-government, passing on the funds they receive from the centre to their district and village branches, though these should actually go to PRIs. The book argues that elected representatives have been put in place by the people at all levels, and it is they who should take decisions regarding the development of this country. In the post-liberalisation period, governance through institutions that eschew political decentralisation is fraught with hazards. Not only will avenues for the expression of people’s wishes be lacking in such a scenario, but there will also be increasing inequality, resulting in a skewed development. The inclusiveness which the present government seeks will elude them unless they restore and strengthen Panchayat Raj institutions.

Book excerpt: Attaining the benefits of (especially fiscal) decentralization in government remains an enduring challenge, in part because the re-arrangement of public functions across levels of government has often been carried out poorly. This book aims to provide a firmer conceptual basis for the re-arrangement of public functions across levels of government. In doing so, it offers practical advice for policy makers from developing and emerging countries and development cooperation practitioners engaged in such activity. Combining a theoretical approach for inter-governmental functional assignment with an in-depth analysis of real-life country cases where functional assignment (FA) has been supported in the context of international development cooperation, it underscores the common technical and political challenges of FA, and also demonstrates the need to expect and support country made and context-specific solutions to FA processes and results. Examples are drawn from a number of developing/transition countries from the Asia-Pacific region, Africa and the OECD, which outline and suggest advisory approaches, tools, principles and good practices and approaches. This text will be of key interest to scholars, students, policy-makers and practitioners in public policy, decentralization, local governance studies, public administration and development administration/studies. This book was released on 2022-10-12 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. Available in PDF, EPUB and Kindle. Book excerpt: While a growing private sector and a vibrant civil society can help compensate for the shortcomings of India’s public sector, the state is—and will remain—indispensable in delivering basic governance. In Rethinking Public Institutions in India, distinguished political and economic thinkers critically assess a diverse array of India’s core federal institutions, from the Supreme Court and Parliament to the Election Commission and the civil services. Relying on interdisciplinary approaches and decades of practitioner experience, this volume interrogates the capacity of India’s public sector to navigate the far-reaching transformations the country is experiencing. An insightful introduction to the functioning of Indian democracy, it offers a roadmap for carrying out fundamental reforms that will be necessary for India to build a reinvigorated state for the twenty-first century.
