Book excerpt: The Articles of Confederation and Perpetual Union, commonly referred to as the Articles of Confederation, was the first constitution of the thirteen United States of America. The Second Continental Congress appointed a committee to draft the 'Articles' in June 1776 and proposed the draft to the States for ratification in November 1777. The ratification process was completed in March 1781, legally federating the sovereign and independent states, allied under the Articles of Association, into a new federation styled the "United States of America". Under the Articles the states retained sovereignty over all governmental functions not specifically relinquished to the central government

Book excerpt: Between 1771 and 1790, American Founding Father Benjamin Franklin sat down to record the important events of his life, from his childhood in Boston to his work as a printer in Philadelphia, to his trips to Paris and his plans for the first public library. The story of the invention of the Franklin stove, the first Poor Richard's Almanac, and his experiments with electricity are all included here. His "Project for Moral Perfection"—a list of desirable virtues and steps to achieve them—influenced the modern self-help genre. Hundreds of years later, Franklin's account of his rise from middle-class obscurity to become a world-renowned scholar and civic figure continues to promote the American Dream. First published in 1791, this unabridged version of Franklin's autobiography is taken from the 1909 copyright edition.

Book excerpt: The forty-second volume of the collected writings and correspondences of the American statesman, ambassador, and Founding Father Benjamin Franklin In the spring of 1784, Franklin, John Jay, and British negotiator David Hartley exchanged ratifications of the definitive British-American peace treaty. Hoping for permission from Congress to return home, Franklin settled his accounts, negotiated a French consular convention, headed a royal commission to investigate animal magnetism, wrote several scientific theories, and published his well-known satire about rising with the sun. As the volume ends, Thomas Jefferson brings news of a diplomatic assignment that would keep Franklin in France for another year.

Book excerpt: In the four months following the January 20, 1783, armistice that ended the War for American Independence, Franklin was remarkably energetic as he helped oversee the transition to peace and waged a multifaceted campaign to publicize the ideals of the new nation. Though political turmoil in Britain delayed negotiations for the definitive peace treaty, Franklin deftly negotiated America's first commercial treaty with a neutral nation, Sweden, which was signed in secret. He distributed his richly symbolic Libertas Americana medal, worked toward the publication of his French edition of the American state constitutions, and fielded scores of letters from people all over Europe who sought to emigrate, to establish trade connections with the United States, to become consuls, and to offer congratulations and advice.

Book excerpt: Articles of Confederation, first U.S. constitution (1781-89), which served as a bridge between the initial government by the Continental Congress of the Revolutionary period and the federal government provided under the U.S. Constitution of 1787. Because the experience of overbearing British central authority was vivid in colonial minds, the drafters of the Articles deliberately established a confederation of sovereign states. The Articles were written in 1776-77 and adopted by the Congress on November 15, 1777. However, the document was not fully ratified by the states until March 1, 1781.On paper, the Congress had power to regulate foreign affairs, war, and the postal service and to appoint military officers, control Indian affairs, borrow money, determine the value of coin, and issue bills of credit. In reality, however, the Articles gave the Congress no power to enforce its requests to the states for money or troops, and by the end of 1786 governmental effectiveness had broken down.Nevertheless, some solid accomplishments had been achieved: certain state claims to western lands were settled, and the Northwest Ordinance of 1787 established the fundamental pattern of evolving government in the territories north of the Ohio River. Equally important, the Confederation provided the new nation with instructive experience in self-government under a written document. In revealing their own weaknesses, the Articles paved the way for the Constitutional Convention of 1787 and the present form of U.S. government.

Book excerpt: Collected here in this short volume, Benjamin Franklin on Immigration to America, Slavery, and Other Papers Descriptive of Early America, are eight short pieces written by Franklin during the later years of his life. The first three articles were written and first published around 1784 while Franklin was in residence in France. The later four articles are among the last public statements Franklin made before his death in Philadelphia in 1790. Far from being the words of a worn-out man facing a decline in his mental capabilities, they reveal Franklin at his finest. Fellow Founding Father Benjamin Rush commented that Franklin in his final years was "as cheerful as a young man of twenty-five, his conversation full of the wisdom and experience of mellow old age, the evening of his life was marked by the same activity of his moral and intellectual powers which distinguished its meridian." To the end of his life, Franklin maintained an optimistic view toward human nature. The goodness he saw in mankind was no different in Negroes or Indians than in whites; he believed his fellow scientists and politicians no better than farmers and tradesmen. He lived and died as a truly virtuous citizen, as close as any to achieving the full potential of the human spirit. These views, and his vision for the country he worked so hard to establish, shine through in these eight papers.

Book excerpt: Momentous public affairs mingle with family concerns to give a varied interest to Franklin's papers for 1765. During the first part of the year he was busy trying to get modifications of existing British revenue laws affecting colonial trade and to persuade George Grenville to adopt a substitute for the projected Stamp Act. Failing with Grenville, he accepted the inevitable and then committed what may have been the most serious political blunder of his career; he proposed a friend for stamp distributor of Pennsylvania. The organized resistance to the act and the violence that occurred in American during the summer and fall, as reported by friends and relatives, caught Franklin completely by surprise. He rallied quickly, however, and began an active campaign, partly by letters to the English press, to bring about repeal of the obnoxious act. Meanwhile, his new house in Philadelphia was completed and his wife and daughter moved in. In answer to Franklin's eager questions, his wife Deborah wrote to him to detail about the furnishings and the allocation of rooms to members of the household. Contemporary floor plans illuminate her explanations.Mr. Labaree is Farnam Professor Emeritus of History at Yale University.

Great Britain refused to negotiate a commercial agreement, and Congress failed to act on the draft treaties of commerce with Denmark and Portugal that Franklin had sent them the previous summer. In the six months after the peace was settled, Franklin’s sole diplomatic achievement was a draft consular convention with France. With his welcome leisure time, however, Franklin eagerly followed scientific developments (witnessing the first balloon ascensions in Paris), advised the French government on schemes for civic improvement, and wrote three of his most remarkable pieces about what it meant to be American.
