States such as China and India are pursuing research, development, and deployment pathways toward a number of commercial-scale thorium fuel cycles, and they are already building test reactors and the associated fuel cycle infrastructure. In the future, the potential exists for these emerging programs to sell, export, and deploy thorium fuel cycle technology in other states. Without technically adequate international safeguards protocols and measures in place, any future potential clandestine misuse of these fuel cycles could go undetected, compromising the deterrent value of these protocols and measures. The development of safeguards approaches for thorium-based fuel cycles is therefore a matter of some urgency. Yet, the focus of the international safeguards community remains mainly on safeguarding conventional 235U- and 239Pu-based fuel cycles while the safeguards challenges of thorium-uranium fuel cycles remain largely uninvestigated. This raises the following question: Is the International Atomic Energy Agency and international safeguards system ready for thorium fuel cycles? Furthermore, is the safeguards technology of today sufficiently mature to meet the verification challenges posed by thorium-based fuel cycles? In defining these and other related research questions, the objectives of this paper are to identify key safeguards considerations for thorium-based fuel cycles and to call for an early dialogue between the international safeguards and the nuclear fuel cycle communities to prepare for the potential safeguards challenges associated with these fuel cycles. In this paper, it is concluded that directed research and development programs are required to meet the identified safeguards challenges and to take timely action in preparation for the international deployment of thorium fuel cycles.

Book excerpt: This study focuses on the development of a methodology to evaluate safeguardability of various processes in the nuclear fuel cycle. National and international implementation of safeguards systems has been investigated. It was concluded that proliferation is purely a political question that, hopefully, can be prevented by international norms and diplomacy; it does not depend on technical differences between the different processes. On the other hand, the prevention of diversion does depend on technical barriers implemented in nuclear facilities. Therefore, different processes with different technical fixes might have varying degrees of resistivity against diversion. Safeguardability of a process can not be evaluated in absolute terms; rather it can be compared with and ranked against another process. In addition, processes by themselves can not be compared; only plants embodying processes can be compared. This is because processes are not safeguardable but plants incorporating them are. A methodology was developed which compares and ranks various processes in the nuclear fuel cycle. It estimates the weights of different safeguard characteristics of a nuclear facility and calculates a dimensionless number --safeguards index-- for each process under evaluation. By comparing these safeguards indices, one is able to rank processes against each other. As a case study, comparison of two fast reactor fuel fabrication processes, pelletization and spherepac, were selected. At present, no fast reactor fuel fabrication facility exists on a commercial scale. Hence, two fuel fabrication facilities, each incorporating one process, were designed, in enough detail to make the safeguards comparison possible. Safeguards indices were calculated for these two plants based on the information derived from their designs. The result revealed that the spherepac process is higher in rank relative to the pellet process; the spherepac process is simpler to safeguard relative to the pellet process. Derivation of some of the data used in calculation of safeguards indices was based partly upon subjective judgment. A sensitivity analysis was conducted to test the dependency of the result on subjective judgment. It was concluded that as long as the probability estimation and numerical value assignments remain in a reasonable range, the method is relatively insensitive to subjective judgment.

For each facility type within a State nuclear fuel cycle, the classes include flow data, inventory data, and shipper and receiver data. By showing which classes of information are verified for each facility type within three fuel cycles of different complexity, we distinguish the inspection approaches from one anoter and exhibit their fuel-cycle dependence, i.e., their need for sets of safeguards inspection activities different from those required under the facility-oriented approach at similar facilities in fuel cycles of differing complexity. Tables V-1, V-2, and V-3 graphically depict these relations and give a qualitative summary of the relative effectiveness and effort requirements of the approaches classified. The zone, information-correlation, diversion-assumption-change, and randomization-over-facilities approaches depend intrinsically on the complexity of the fuel cycle: their very definition implies fuel-cycle dependence. The approaches involving randomization over activities and goal relaxations do not have such dependence.

The motivation of joining them into one project is that both require (1) the simulation of fuel irradiation in a reactor and (2) the transport of gamma and neutron irradiation from the fuel to safeguards detectors. In the next two subsections the merits of each of the two safeguards applications are further introduced. Given the cumulative impact of the enhancements listed above, it is not surprising that both fuel assembly design and fuel assembly irradiation optimization have improved over the past 50+ years. The purpose of the research summarized in this sub-section is to investigate what, if any, consequence this evolution in reactor operation might have for nuclear safeguards. It is anticipated that the burnup and isotopics of the spent fuel should exhibit less variation over the decades as reactor operators irradiate each assembly to the optimum amount. In contrast, older spent fuel is anticipated to vary more in burnup and resulting isotopics for a given initial enrichment. Continuing with this thesis, modern fuel should be more uniform in composition, and thus, measured safeguards results should be easier to interpret than results from older spent fuel. With spent fuel ponds filling up, interim and long-term storage of spent fuel will need to be addressed. Additionally after long periods of storage, spent fuel is no longer self-protecting and as such the IAEA will categorize it as more attractive; in approximately 20 years many of the assemblies from early commercial cores will no longer be considered self-protecting. This study will assess how more recent changes in the reactor operation could impact the interpretation of safeguards measurements.
