Book excerpt: The Irish Citizen Army (ICA) was born from the Dublin Lockout of 1913, when industrialist William Martin Murphy ‘locked out’ workers who refused to resign from the Irish Transport and General Workers’ Union, sparking one of the most dramatic industrial disputes in Irish history. Faced with threats of police brutality in response to the strike, James Connolly, James Larkin and Jack White established the ICA in the winter of 1913. By the end of March 1914, the ICA espoused republican ideology and that the ownership of Ireland was ‘vested of right in the people of Ireland’. The ICA was in the process of being totally transformed, going on to provide significant support to the IRA during the 1916 Rising. Despite Connolly’s execution and the internment of many ICA members, the ICA reorganised in 1917, subsequently developing networks for arms importation and ‘intelligence’, and later providing operative support for the War of Independence in Dublin. The most extensive survey of the movement to date, The ‘Labour Hercules’ explores the ICA’s evolution into a republican army and its legacy to the present day.

In this illuminating portrait, Maryann Valiulis uses Mulcahy's career as a focus for reexamining Ireland's transition from colony to nation state between 1916 and 1924. She also views the Irish struggle from Mulcahy's varied perspectives - chief of staff in the Anglo-Irish war and minister for defence and commander-in-chief during the civil war. Contrary to traditional interpretation, she argues, Mulcahy and General Headquarters Staff played a crucial role in setting ethical boundaries for the guerrilla war, in ensuring that the war of independence did not degenerate into wanton violence, sectarian conflict, or personal vengeance. In the civil war, Mulcahy was less successful. In fact, in an attempt to enforce standards and control the actions of the army, he was led into his most controversial policy - execution of prisoners. However, in the aftermath of the leaders' executions, public opinion changed dramatically and the traitors of yesterday were suddenly the heroes of today. The homecoming of those who were imprisoned was in total contrast to their departure. The entire story of Galway in 1916 is in this book, making it the definitive story of the rebellion in the west.

Dance in Chains examines the experiences of political prisoners themselves in order to understand who they are, what they do, and why it matters. This is the first book to trace the history of modern political imprisonment from its origins in the mid-nineteenth century. The letters, diaries, and memoirs of political prisoners, as well as the records of regime policies, relate the contest in the prison cell to political conflicts between regime and opposition. Padraic Kenney draws on examples from regimes ranging from communist and fascist to colonial and democratic, including Ireland, the United Kingdom, Poland, and South Africa. Harder, TNO (Conference co-chairman) The 1993 Berlin conference on contaminated sites is the fourth in a series of meetings initiated by the Netherlands Organization of Applied Scientific Research (TNO) in 1985 and later continued with the Karlsruhe Nuclear Research center (KfK) of Germany. The present economic stagnation or recession in many countries is leading to various proposals to reduce the level of costly environmental activities: restricted funds are used for really urgent cases rather than precautionary measures. The level of soil contamination caused by the former centrally planned economies adds to this tendency. The Conference tries to broach this controversy by discussing once more the targets and strategies of soil remediation with follow-up use of the site as an important parameter. Both new regulations and modifications of existing lists for a tolerable level of contamination are reviewed alike. Immobilization and enclosure of pollutants are often less expensive than complete remediat ion and, consequently, may grow in significance. We consider the conference of great significance for demonstrating the experiences gained with management and remediation of contaminated sites internationally, among others to avoid mistakes and excessive costs. Two new types of soil contamination became apparent after the end of the cold war. Many military sites, airfields and train ing grorinds are being abandoned. After decades of use, large sections and hot spots of these sites are polluted to a high average level.
