Book excerpt: For five years during the Vietnam War, as part of its counterinsurgency strategy, the United States executed an attack, code named the Phoenix Program, against the Viet Cong Infrastructure (VCI). The VCI were the estimated 100,000 clandestine operatives living within South Vietnamese society that supported the Viet Cong and North Vietnamese units in the field. They performed recruiting, financing, political indoctrination, intelligence collection, and logistical support tasks. It was not until 1967 that a concerted effort was made to neutralize this component of the insurgency. As the program developed over time, it was extremely effective and severely hindered the insurgency's ability to support operations against the regime. Today, the United States is faced with another insurgency, conducted by militant Islamic fundamentalist organizations that seek the overthrow of friendly regimes, the reestablishment of an Islamic caliphate, and the eventual overthrow of Western civilization. This paper argues that as part of its counterinsurgency effort against this threat, the United States must neutralize the militant Islamic infrastructure (MI2) that enables the insurgency's global attacks. The paper provides an overview of the Phoenix Program, outlines the nature of the current insurgent threat, and identifies critical strategic lessons from the Vietnam experience that should be applied to a modern day Phoenix Program.

Book excerpt: In this original and explosive book Nahed Artoul Zehr analyzes and assesses the theological underpinnings of al-Qaeda and related Islamic movements such as ISIS, demonstrating how this religious narrative has helped transform al-Qaeda from a relatively hierarchical and regional organization to a globalized, decentralized, and diffuse network of networks. Does al-Qaeda reflect a theologically authentic or perverted understanding of Islam? At the same time, Zehr critiques the US military and policy establishment as it attempts to offer counter-narratives to the al-Qaeda phenomenon, counter-narratives that emphasize "good Muslims" v. "bad Muslims" in an attempt to embrace a moderate form of Islam. But according to Zehr this approach is misguided: it is beyond the US government's purview, and beyond its expertise, to make such theological claims about Islam; in fact, the current communications strategy is counterproductive. Better, she argues, to focus on the impact of terrorism and why this is inconsistent with Islam scripture and teaching--which just war theory can help us to do. Zehr concludes by offering policy suggestions and recommendations. One of the novel contributions of the project is an analysis of the work of Mustafa abu Mus' ab al-Suri, author of the leading theoretical and tactical al-Qaeda text, The Global Islamic Resistance Call.

Book excerpt: Today's lessons from military operations in Iraq and Afghanistan have given rise to the question of how to best develop counterinsurgency strategies that will integrate Human Intelligence (HUMINT) approaches designed to achieve the established objectives. Vietnam demonstrates that this is not a new question. There were then, as there are now, operational-level seams in the fields of HUMINT and counterinsurgency approaches which must be stitched together. This paper will examine the lessons of counterinsurgency in Vietnam and suggest as its thesis that today's doctrine must enhance the conventional tenets of the Joint HUMINT and Counterintelligence (J2X) role by incorporating an aggressive strategy for synchronizing tribal and indigenous human intelligence. To redefine U.S. counterinsurgency operations, we must leverage human networks at the operational-level of war. This tribal-indigenous thread is an important nexus of military and political networks. The military HUMINT mission calls for a confluence of management with indigenous security forces, while simultaneously building and moderating tribal networks. Accordingly, this will provide greater equilibrium between the need for security and the needs of the people within an insurgency. In the absence of a CORDS or Phoenix-like interagency approach to counterinsurgency, it remains crucial that the J2X role be expanded to synchronize tribal interactions and indigenous security forces to close this operational-level HUMINT gap.

Counterinsurgency operations generally have been neglected in broader American military doctrine and national security policies since the end of the Vietnam War over 30 years ago. This manual is designed to reverse that trend. It is also designed to merge traditional approaches to COIN with the realities of a new international arena shaped by technological advances, globalization, and the spread of extremist ideologies—some of them claiming the authority of a religious faith. The manual begins with a description of insurgencies and counterinsurgencies. The first chapter includes a set of principles and imperatives necessary for successful COIN operations. Chapter 2 discusses nonmilitary organizations commonly involved in COIN operations and principles for integrating military and civilian activities. Chapter 3 addresses aspects of intelligence specific to COIN operations. The next two chapters discuss the design and execution of those operations. Developing host-nation security forces, an essential aspect of successful COIN operations, is the subject of chapter 6. Leadership and ethical concerns are addressed in chapter 7. Chapter 8, which concerns sustainment of COIN operations, concludes the basic manual. The appendixes contain useful supplemental information. Appendix A discusses factors to consider during the planning, preparation, execution, and assessment of a COIN operation. Appendixes B and C contain supplemental intelligence information.
