Available in PDF, EPUB and Kindle. Book excerpt: Patchwork States argues that the subnational politics of conflict and competition in South Asian countries have roots in the history of uneven state formation under colonial rule. Colonial India contained a complex landscape of different governance arrangements and state-society relations. After independence, postcolonial governments revised colonial governance institutions, but only with partial success. The book argues that contemporary India and Pakistan can be usefully understood as patchwork states, with enduring differences in state capacity and state-society relations within their national territories. The complex nature of territorial governance in these countries shapes patterns of political violence, including riots and rebellions, as well as variations in electoral competition and development across the political geography of the Indian subcontinent. By bridging past and present, this book can transform our understanding of both the legacies of colonial rule and the historical roots of violent politics, in South Asia and beyond.

Book excerpt: With the range of security challenges confronting the United States in the 21st century, characterized by competition by both state and nonstate actors, the importance of working with allies and partners to address common challenges is paramount. Deeper examination of the relative effectiveness of U.S. security sector assistance and how it must nest in a broader foreign policy strategy, including good governance, human rights, and rule of law principles, is required. Improving oversight and accountability in U.S. security sector assistance with partners are at the core of ongoing security assistance reform efforts to ensure that U.S. foreign policy objectives are met and in accordance with U.S. interests and values. This report examines key areas in security sector programming and oversight where the U.S. Departments of Defense and State employ accountability mechanisms, with the goal of identifying ways to sharpen and knit together mechanisms for improving accountability and professionalism into a coherent approach for partner countries.

Available in PDF, EPUB and Kindle. Book excerpt: E-governance affects every citizen. New information and communication technologies (ICTs) have made public services easier to access and information easier to obtain; fines and taxes can be processed more rapidly and votes can be counted faster. Channeling the potential of ICTs in the public sector has affected how states, and governments at all levels, do business. It will inevitably shape how they will continue to change in the future. This book has grown out of an executive training program, leading to an Executive Master’s degree in e-governance, from Switzerland's École Polytechnique Fédérale de Lausanne (EPFL). Participants in this Master’s program came from all over the world; from government, the private sector and non-governmental organizations. They were all interested in electronic governance and motivated by the desire to learn from the numerous and varied e-governance experiences worldwide. The 12 chapters have been written by 10 participants, one manager and one professor involved in the program. The book is divided into four sections: e-governance visions; local e-governance; transversal e-governance issues and the future of e-governance. E-governance has already led to many significant changes in the way society operates, and this book provides some insight into how this has been achieved, as well as taking a look at the further developments which may happen in the future.

Book excerpt: Magazine articles, talk shows, and commercials advise us that our happiness and well-being rest on striking a balance between work and family. It goes unsaid, however, that the advice is based on an outmoded and unrealistic ideal. This provocative volume challenges the notion often offered in support of neo-liberal agendas that paid work (employment) and unpaid work (caregiving and housework) are separate and competing spheres, rather than overlapping aspects of a single existence. Alternative approaches to integrating work and family must be taken into account if we hope to build truly equitable family and childcare policies.

Book excerpt: Public management research has in recent years paid increasing attention to the third sector, especially to its role in the provision of public services. Evidence of this is the rising number of publications on the topic, as well as a growing number of sessions and papers on the topic in academic conferences of the EGPA and IRSPM. However, much of the discussion on its role is motivated at least as much by ideology as by fact. We still lack a proper empirical understanding of what happens when the third sector is drawn into public service provision. In this thematic presentation of Co-Production: The Third Sector and the Delivery of Public Services, we will try to enhance this understanding by presenting several new studies on the subject. We also introduce the concepts of co-production, co-management and co-governance as a conceptual framework that enables us to better understand such developments.

Available in PDF, EPUB and Kindle. Book excerpt: This book explains why America can realize the civil rights dream in the 21st century—if U.S. citizens take actions as individuals as well as work together for equality. It has been more than 53 years since Martin Luther King Jr. made his "I Have a Dream" speech. Why has the United States still not been able to make King's dream a reality after a half a century of effort and progress? Is there still hope of full participation for all in America? In Realizing the Civil Rights Dream: Diagnosing and Treating American Racism, author Kenneth B. Bedell proposes a civil rights dream that grows out of American history and speaks to the 21st-century reality. He makes the case that by adopting a larger perspective of the role of racism in preserving U.S. social, cultural, economic, and political institutions and practices, Americans can understand why it has been so difficult to fulfill the promises of the 1960s civil rights dream. Bedell describes and applies sociological theories that serve to explain why racism is still prevalent in the United States and identifies the steps that are necessary to overcome racism. The book concludes with proposals for ways to apply social science to realize the civil rights dream and examples of how individuals can take action to make a difference.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides new insights into police cooperation from a comparative socio-legal perspective. It presents a broad analysis of comparable police cooperation strategies in two systems: the EU and Australia. The evolution of regulatory trends and cooperation models is analysed for both systems and possible transferable strategies identified. Drawing on interviews with practitioners in the EU and Australia this book highlights a number of areas where the EU can be compared to a federal system and addresses the advantages and disadvantages of being a Union or a federation of states with a view to police cooperation practice. Particular topics addressed are the evolution of legal frameworks regulating police cooperation, informal cooperation strategies, Joint Investigation Teams, Europol and regional cooperation. These instruments foster police cooperation, but could be improved with a view to cooperation practice by learning from regulatory techniques and practitioner experiences of the respective other system.

Available in PDF, EPUB and Kindle. Book excerpt: Both historical and contemporary features of Canadian social welfare are explored in this wide-ranging and in-depth collection. Social Fabric or Patchwork Quilt explores the evolution of the Canadian social welfare state from a system based upon voluntarism and philanthropy to one in which the State's involvement has increased considerably. It also shows how the roles of governments at all levels have changed in recent times. Chapters describe the developing Canadian welfare state from Confederation to the present. Beginning with an integrative framework in the general introduction, the selected essays represent many perspectives: chronological, regional, multidisciplinary and ideological. An important feature of this collection is the consideration of providers and recipients. Such wide-ranging outlooks are possible given the diverse backgrounds of contributors, which include historians, sociologists, social workers, public policy experts and political scientists. As well as historical and sociological studies, topics include key programs (discussed in detail), the quality of services received by principal target groups, new directions in research; some contributions even revisit foundational older works and key government documents.

Available in PDF, EPUB and Kindle. Book excerpt: Biobanks are proliferating rapidly worldwide because they are powerful tools and organisational structures for undertaking medical research. By linking samples to data on the health of individuals, it is anticipated that biobanks will be used to explore the relationship between genes, environment and lifestyle for many diseases, as well as the potential of individually-tailored drug treatments based on genetic predisposition. However, they also raise considerable challenges for existing legal frameworks and research governance structures. This book critically examines the current governance structures in place for biobanks in England and Wales. It shows that the technologies, techniques and practices involved in biobanking do not always conform neatly to existing legal principles and frameworks that apply to other areas of medical research. Using a socio-legal approach, including interview data gathered from the scientific community, this book provides unique insights and makes recommendations about appropriate governance mechanisms for biobanking in the future. It also explores the issues around the secondary use of information, such as consent and how to protect privacy, when biobanks are accessed by a number of different third parties. These issues have relevance both within England and Wales and to a wide international audience, as well as for other areas where large datasets are used.
