Book excerpt: The "distance effect" measuring the elasticity of trade flows to distance has been rising since the early 1970s in a host of studies based on the gravity model, leading observers to call it the "distance puzzle" . This paper reviews the evidence and explanations. Using an extensive data set of 124 countries over the period 1970-2005, the authors confirm the existence of this puzzle and identify that it only applies to poor countries (the bottom third in per capita income terms in the sample -- i.e., the low-income countries according to the World Bank classification, 2006). The analysis shows that this group has intensified trade with closer partners and has chosen new partners that are closer than existing partners, leading to a regionalization of their trade at both extensive and intensive margins (regionalization of trade is absent for the other countries). Combining several methods on cross-section and panel estimates of the gravity equation, the authors estimate that low-income countries exhibit a significant rising distance effect on their trade, around 18 percent between 1970 and 2006. There is no more distance "puzzle" for trade within richer countries (the top third in per capita income terms in the sample). The paper disposes of several previous explanations of the puzzle, and notes that this regionalization could well be a reflection of increased integration of this group of countries in the world economy or greater marginalization.

Book excerpt: Purpose - The purpose of this chapter is to make sense of the cultural distance paradox through a basic assessment of the cross-cultural comparability of cultural distance measures. Cultural distance between a base country and partner countries is a key construct in international business (IB). However, we propose that what exactly is measured by cultural distance is unique for each country that is chosen as the base country to/from which cultural distance to a set of partner countries is calculated. Methodology/approach - We use a mathematical argument to establish that cultural distance may correlate rather differently with the culture of partner countries depending on which base country one considers, e.g., the U.S. or China. We then use empirical analysis to show the relevance of this argument, using Hofstede's data on national culture for 69 countries. Findings - Results show that cultural distance indeed has very different correlations with partner country culture, depending on which country one selects as the base country in one's distance calculations. Practical implications - Implication of our findings is that measured cultural distance is not equivalent across different base countries. The effect of cultural distance on such issues as foreign market entry mode or market selection, therefore, lacks international generalizability. Originality/value of chapter - This chapter presents the first assessment of the cross-cultural comparability of cultural distance. Paradoxical findings that plague extant cultural distance research may be understood from the found lack of measurement equivalence.

"Exporting Services: A Developing Country Perspective" takes a brave approach, combining exploratory econometric analysis with detailed case studies of representative countries: Brazil, Chile, the Arab Republic of Egypt, India, Kenya, Malaysia, and the Philippines. Two questions lead the analysis: How did these developing countries succeed in exporting services? What policy mix was successful and what strategies did not deliver the expected results? The analysis evaluates the role of three sets of factors: First, the fundamentals, which include a countrys factor endowments, infrastructure, and institutional quality; second, policies affecting trade, investment, and labor mobility in services; and third, proactive policies in services designed to promote exports or investment. The case studies illustrate the complex nature of reforms and policy making in the service sector as well as the benefits of well-implemented reforms. Although success seems to be explained by a set of conditions that are difficult to replicate, common features can also be identified. Several countries have adopted policies to support exports, especially exports of information technologyrelated services.
