Book excerpt: This book analyses how and to what extent ex-communist states have adjusted their defence strategies since joining the EU and NATO, and how differences and similarities between their strategies can be explained. Between 1999 and 2013, four phases of enlargement took place when the European Union (EU) and NATO allowed 11 new former communist states to enter both organisations. These states share some common attributes and experiences related to strategic culture and common experiences during the Cold War era that can potentially explain similarities in behaviour and preferences among them. However, the strategic adjustments among these states are far from uniform. In an effort to explain these differences, the book introduces three intervening variables: (1) differences in relative power and position in the international system, (2) national geographical characteristics; and (3) historical experiences related to formative periods of state-building processes as well as wars and armed conflicts. Empirically, the book strives to present and analyse the defence strategies of each of the new allies by conducting a structured focused comparison of official strategic documents from the twenty-first century for each of the 11 cases. Theoretically and methodologically, it introduces an analytical framework enabling us to explain both similarities and differences in the formulation of the strategies of the 11 states, and to shed light on their external and internal efforts to promote their strategic interest by operationalising the dependent variable - defence strategy. The analytical framework combines elements of structural realism with classical realism, and constructivist research on unit-level characteristics related to relative power and perceptions of strategic exposure. This book will be of much interest to students of strategic studies, European Union policy, NATO and International Relations in general.

In Making Peace Prevail, Alice Ackermann offers the first in-depth account of how Macedonia—one of the few examples of successful preventive diplomacy—held onto peace during the violent breakup of Yugoslavia in the 1990s. Faced with ethnic tensions and the threat of the Bosnian war, this republic was spared the fate of Croatia and Bosnia. In political discourses and popular media alike, migrants and refugees are frequently portrayed as being dangerous, while cultures intent on welcoming newcomers are increasingly seen as being naïve, and providing assistance to migrants is more and more frequently subject to administrative or criminal penalties. At the same time, nondemocratic trends and practices that violate human rights and equality are gaining momentum in Europe, the US and Australia. Racism, xenophobia and anti-Islamism are simultaneously becoming more open and public; they are no longer restricted to clandestine platforms but are increasingly being mainstreamed into the political programs of parties that are entering both the EU parliaments and member state legislatures. Similar developments can be seen in the US and Australia. Such transformations in societies, governments, and institutions seem to reflect a growing amnesia regarding the lessons of the two World Wars of the 20th century, and the role that Europe, the US and Australia played in developing a post-war legal framework based on a shared, if imperfect, commitment to human rights. The book presents individual national analyses to reveal an emerging trend of “crimmigration” regardless of the peculiarities of national legislatures and internal political dynamics. By collecting original contributions from scholars based in and focused on each of these regions, it addresses above all the causes and impacts of the criminalization of migration in the early 21st century. It tackles the direct causes of these trends and encourages readers to rethink their broader political and socio-historic context.
