Book excerpt: Conceived in Crisis argues that the American Revolution was not just the product of the Imperial Crisis, brought on by Parliament’s attempt to impose a new idea of empire on the American colonies. To an equal or greater degree, it was a response to the inability of individual colonial governments to deliver basic services, which undermined their legitimacy. Factional bickering over policy, violent extralegal regulations, and the dreadful experiences of conducting an imperial war while governing a demographically growing and geographically expanding population all led colonists and imperial officials to consider reforming the colonial governments into more powerful and coercive entities. Using Pennsylvania as a case study, Christopher Pearl demonstrates how this history of ineffective colonial governance precipitated a process of state formation that was accelerated by the demands of the Revolutionary War. The powerful state governments that resulted dominated the lives of ordinary people well into the nineteenth century. Conceived in Crisis makes sense of the trajectory from weak colonial to strong revolutionary states, and in so doing explains the limited success of efforts to consolidate state power at the national level during the early Republican period.

Psalm 96:13 The Bible is bathed with images of God caring for his creation in all its complexity. Yet in the face of climate change and other environmental trends, philosophers, filmmakers, environmentalists, politicians and senior scientists increasingly resort to apocalyptic rhetoric to warn us that a so-called perfect storm of factors threatens the future of life on earth. Jonathan Moo and Robert White ask, "Do these dire predictions amount to nothing more than ideological scaremongering, perhaps hyped-up for political or personal ends? Or are there good reasons for thinking that we may indeed be facing a crisis unprecedented in its scale and in the severity of its effects?" The authors encourage us to assess the evidence for ourselves. Their own conclusion is that there is in fact plenty of cause for concern. Climate change, they suggest, is potentially the most far-reaching threat that our planet faces in the coming decades, and also the most publicized. Yet if the Christian gospel fundamentally reorients us in our relationship to God and his world, then there ought to be something radically distinctive about our attitude and approach to such threats. In short, there ought to be a place for hope. And there ought to be a place for Christians to participate in that hope. Moo and White therefore reflect on the difference the Bible's vision of the future of all of creation makes. Why should creation rejoice? Because God loves and cares the world he made.

Book excerpt: South Koreans in the Debt Crisis is a detailed examination of the logic underlying the neoliberal welfare state that South Korea created in response to the devastating Asian Debt Crisis (1997–2001). Jesook Song argues that while the government proclaimed that it would guarantee all South Koreans a minimum standard of living, it prioritized assisting those citizens perceived as embodying the neoliberal ideals of employability, flexibility, and self-sufficiency. Song demonstrates that the government was not alone in drawing distinctions between the “deserving” and the “undeserving” poor. Progressive intellectuals, activists, and organizations also participated in the neoliberal reform project. Song traces the circulation of neoliberal concepts throughout South Korean society, among government officials, the media, intellectuals, NGO members, and educated underemployed people working in public works programs. She analyzes the embrace of partnerships between NGOs and the government, the frequent invocation of a pervasive decline in family values, the resurrection of conservative gender norms and practices, and the promotion of entrepreneurship as the key to survival. Drawing on her experience during the crisis as an employee in a public works program in Seoul, Song provides an ethnographic assessment of the efforts of the state and civilians to regulate social insecurity, instability, and inequality through assistance programs. She focuses specifically on efforts to help two populations deemed worthy of state subsidies: the “IMF homeless,” people temporarily homeless but considered employable, and the “new intellectuals,” young adults who had become professionally redundant during the crisis but had the high-tech skills necessary to lead a transformed post-crisis South Korea.

Written during the lockdown in Chicago in the depths of the COVID-19 pandemic, these essays consider the Popol Vuh as a work that was also written during a time of feverish social, political, and epidemiological crisis as Spanish missionaries and colonial military deepened their conquest of indigenous peoples and cultures in Mesoamerica. What separates the Popol Vuh from many other creation texts is the disposition of the gods engaged in creation. Whereas the book of Genesis is declarative in telling the story of the world’s creation, the Popol Vuh is interrogative and analytical: the gods, for example, question whether people actually need to be created, given the many perfect animals they have already placed on earth. Emergency uses the historical emergency of the Popol Vuh to frame the ongoing emergencies of colonialism that have surfaced all too clearly in the global health crisis of COVID-19. In doing so, these essays reveal how the authors of the Popol Vuh—while implicated in deep social crisis—nonetheless insisted on transforming emergency into scenes of social, political, and intellectual emergence, translating crisis into creativity and world creation.
