Contrary to perceptions, West Africa in its post-independence history has experienced fewer conflict events and fatalities from conflict than the other sub-regions on the continent. The turn of the millennium has witnessed the recession of large-scale and conventional conflict, and it has ushered in new and emerging threats. The specters of religious extremism, maritime piracy, and narcotics trafficking threaten to undermine some of the progress achieved in recent years. The Challenge of Stability and Security in West Africa critically examines the key drivers of conflict and violence, and the way in which they impact the countries of the sub-region. In addition to emerging threats, these drivers include the challenges of youth inclusion, migration, sub-regional imbalances, and extractives, as well as challenges related to the fragility of political institutions and managing the competition for power, reform of the security sector, and weakness of institutions related to land management. The book explores how the sub-region, under the auspices of the regional organization ECOWAS, has become a pioneer on the continent in terms of addressing regional challenges. A collapsed state can no longer perform its basic security and development functions and has no effective control over its territory and borders. Efforts to avoid drawing other nations into a wider conflict created by the collapse of a state—and creating favorable conditions for reconciliation and reconstruction of a failed state after it has collapsed—present major challenges. In April, 2008 the Cornell Institute for African Development called a symposium on ‘Failed and Failing States in Africa: Lessons from Darfur and Beyond’ to address these critical issues. Key contributions to the symposium are brought together in this volume. Although rich in human and geographic diversity, Africa has fallen behind the rest of the world in its economic development, adversely impacting African aspirations. This paper explains why economic development and good governance need to be the basis of security and stability in Africa, and why both should be a main focus for U. S. military engagement on the continent. Written as a primer for military and government staff members who may be unfamiliar with Africa but are assigned duties that involve participation in African affairs, this paper explains the historic and modern importance of Africa to American national interests. It then lays a foundation as to how and why the U.S. government, and especially the military, might become involved in improving African economic development and political governance in order to attain security and stability. To better understand the circumstances in Africa, this paper describes and analyzes its economic and political conditions in terms of economic, social, and demographic measures revealing why, as a region, Africa lags the world in economic and human development. The reasons for slow development are examined through Africa's main economic activities, which give insight to its current conditions and ways to improve economic development and governance. With these insights provided as background, the paper then reviews current U.S. military engagement with African nations and its effectiveness. It then argues that military-led nation assistance and peace building operations are not as good an option for improved African development as the more appropriate approach of military-support to an interagency-led operation under a better resourced U.S. Agency for International Development, which would more effectively assist Africa with achieving stability and security.

Book excerpt: Traditionally, the United States has not been a major player in the security environment of Sub-Saharan Africa, relying instead on European nations to provide outside assistance to African states. Today, it is appropriate to rethink this neglect. Africa is undergoing vast political, social, and economic changes. A consistent and well-designed American strategy in the region could help tilt the scales in favor of security and stability. In this study, Dr. Steven Metz of the Strategic Studies Institute provides a broad overview of the African security environment as a basis for recommendations on the refinement of American strategy in that region. He assesses both the opportunities for positive change which exist today, and the obstacles. While only Africans themselves can determine the future of their region, an American strategy which discourages proxy aggression, encourages private initiatives in the economic and political spheres, and uses the U.S. military, particularly the Army, to engage its African counterparts could pay great dividends. American defense strategy calls for using the military to help shape the global security environment, preempting and deterring conflict and building regional mechanisms for security. This is a particularly wise approach to Sub-Saharan Africa. The Strategic Studies Institute is pleased to offer this study as part of the ongoing debate over how the U.S. military can best contribute to the mission of shaping the security environment.
