Annelien de Dijn argues that Montesquieu's aristocratic liberalism - his conviction that the preservation of freedom in a monarchy required the existence of an aristocratic 'corps intermédiaire' - had a continued impact on post-revolutionary France. Revisionist historians from Furet to Rosanvallon have emphasised the impact of revolutionary republicanism on post-revolutionary France, with its monist conception of politics and its focus on popular sovereignty. Dr de Dijn, however, highlights the persistence of a pluralist liberalism that was rooted in the Old Regime, and which saw democracy and equality as inherent threats to liberty. She thus provides an alternative context in which to read the work of Alexis de Tocqueville, who is revealed as the heir not just of Restoration liberals, but also of the Royalists and their hero, Montesquieu.

Major importance has been placed on the analysis of his published writings. Biographical details have been provided only to the extent necessary to elucidate the circumstances of the composition and publication of his writings: in particular, the intellectual and political currents in France during the Revolutionary and Napoleonic periods. The book has three main themes. The first is Tracy's philosophy of ideologie, which was concerned to clarify concepts and provide guarantees of reliable knowledge. The second is Tracy's attempt to elaborate a science of social organisation, la science sociale, whose objective was to recommend institutions and policies which could maximise social happiness. The third theme is Tracy's development of liberal and utilitarian approaches to the fields of politics, economics and education. This study began life as a doctoral dissertation at the London School of Economics and Political Science. Globalization and Liberalism illustrates and defends the idea that at the heart of the human world is the antinomy of the universal and the particular. Various thinkers have emphasized one aspect of this tension over the other. Some, such as Rousseau and Schmitt, have defended pure particularity. Others, such as Habermas, have uncritically welcomed the intimations of the world state. Against these twin extremes of radical nationalism and antipolitical universalism, this book seeks to recover a middle or moderate position—the liberal position. To find this via media, Shelley traces a tradition of French liberal political thinkers who take account of both sides of the antinomy: Montesquieu, Tocqueville, and Manent. As Shelley argues, each of these thinkers defends the integrity of political bodies, denies that the universal perspective is the only legitimate perspective, and recognizes that, without differences and distinctions across the political landscape, self-government and freedom of action are impossible. As human beings, we can live free and fulfilling lives neither as isolated individuals nor as members of humanity. Rather, we require a properly constituted particular political community in which we can make manifest our universal humanity. In the liberalism of these three thinkers, we find the resources to think through what such a political community might look like. Globalism and Liberalism demonstrates the importance of these writers for addressing today’s challenges and will interest political theorists, historians of political thought, and specialists of French political thought.

For Manent, a discussion of liberalism encompasses the foundations of modern society, its secularism, its individualism, and its conception of rights. The frequent incapacity of the morally neutral, democratic state to further social causes, he argues, derives from the liberal stance that political life does not serve a higher purpose. Through quick-moving, highly synthetic essays, he explores the development of liberal thinking in terms of a single theme: the decline of theological politics. The author traces the liberal stance to Machiavelli, who, in seeking to divorce everyday life from the pervasive influence of the Catholic church, separated politics from all notions of a cosmological order. What followed, as Manent demonstrates in his analyses of Locke, Hobbes, Rousseau, Guizot, and Constant, was the evolving concept of an individual with no goals outside the confines of the self and a state with no purpose but to prevent individuals from dominating one another. Weighing both the positive and negative effects of such a political arrangement, Manent raises important questions about the fundamental political issues of the day, among them the possibility of individual rights being reconciled with the necessary demands of political organization, and the desirability of a government system neutral about religion but not about public morals.
