Book Synopsis Freedom of Information Reform in China by : Weibing Xiao
Download or read book Freedom of Information Reform in China written by Weibing Xiao and published by Routledge. This book was released on 2013-03-01 with total page 227 pages. Available in PDF, EPUB and Kindle. Book excerpt: Freedom of Information (FOI) in China is often perceived as a recent and intriguing phenomenon. This book presents a more complex and detailed understanding of the evolution of FOI in China, using information flow analysis to explore the gradual development of government receptivity to FOI in an information environment through time. The book argues that it is necessary to reassess the widely divergent origins of FOI reform in China, and asserts that social, political and legal factors should have central roles in understanding the development of FOI in China. The book uses information flow analysis to find that FOI reform in China formed part of a much longer process of increased transparency in the Chinese information environment, which gradually shifted from the acceptance of proactive disclosure to that of reactive disclosure. FOI thus has become a beneficiary of this gradual transformation of the Chinese information environment.
Book Synopsis Freedom of Information by : Patrick Birkinshaw
Download or read book Freedom of Information written by Patrick Birkinshaw and published by Cambridge University Press. This book was released on 2010-04-01 with total page 579 pages. Available in PDF, EPUB and Kindle. Book excerpt: Enacted in 2000 and in operation in the UK since 2005, the Freedom of Information (FOI) Act has revealed information which has generated calls for constitutional reform. A massive 'information jurisprudence' has developed through the decisions of the Information Commissioner, the Information Tribunal and the courts. Governments' responses to the war on terror have involved increased resort to claims of national security and accompanying secrecy, but these developments have to exist alongside demands for FOI and transparency. FOI has to balance access to and protection of personal information, and major amendments have been made to the Data Protection Act in order to balance the competing demands of transparency and privacy. This detailed discussion of FOI laws and personal data laws examines the historical development of secrecy, national security and government, and their modern context.
Book Synopsis The politics of freedom of information by : Ben Worthy
Download or read book The politics of freedom of information written by Ben Worthy and published by Manchester University Press. This book was released on 2017-02-10 with total page 357 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why do governments pass freedom of information laws? The symbolic power and force surrounding FOI makes it appealing as an electoral promise but hard to disengage from once in power. However, behind closed doors compromises and manoeuvres ensure that bold policies are seriously weakened before they reach the statute book. The politics of freedom of information examines how Tony Blair's government proposed a radical FOI law only to back down in fear of what it would do. But FOI survived, in part due to the government's reluctance to be seen to reject a law that spoke of 'freedom', 'information' and 'rights'. After comparing the British experience with the difficult development of FOI in Australia, India and the United States – and the rather different cases of Ireland and New Zealand – the book concludes by looking at how the disruptive, dynamic and democratic effects of FOI laws continue to cause controversy once in operation.

Download or read book Freedom of Information written by Robert G. Vaughn and published by Routledge. This book was released on 2020-08-26 with total page 469 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume contains articles examining freedom of information statutes, including those protecting government employees who expose official misconduct. Using United States laws as examples, the articles explore the relationship of these laws to administrative and constitutional theory in the United States. In addition, they demonstrate how varying conceptions of information illuminate the controversies in the application of these laws to the revolution in the electronic storage and retrieval of information. The articles allow the reader to speculate how the connection of these laws to liberal democratic theory explains their recent adoption in several countries and their international application.
Book Synopsis Freedom of Information and Social Science Research Design by : Kevin Walby
Download or read book Freedom of Information and Social Science Research Design written by Kevin Walby and published by Routledge. This book was released on 2019-11-25 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: This multidisciplinary volume demonstrates how Freedom of Information (FOI) law and processes can contribute to social science research design across sociology, criminology, political science, anthropology, journalism and education. Comparing the use of FOI in research design across the United Kingdom, the United States, Australia, Canada and South Africa, it provides readers with resources to carry out FOI requests and considers the influence such requests can have on debates within multiple disciplines. In addition to exploring how scholars can use FOI disclosures in conjunction with interview data, archival data and other datasets, this collection explains how researchers can systematically analyse FOI disclosures. Considering the challenges and dilemmas in using FOI processes in research, it examines the reasons why many scholars continue to rely on more easily accessible data, when much of the real work of governance, the more clandestine but consequential decisions and policy moves made by government officials, can only be accessed using FOI requests.

Book Synopsis The Freedom of Information Officer's Handbook by : Paul Gibbons
Download or read book The Freedom of Information Officer's Handbook written by Paul Gibbons and published by Facet Publishing. This book was released on 2019-01-03 with total page 312 pages. Available in PDF, EPUB and Kindle. Book excerpt: Freedom of information (FOI) is now an international phenomenon with over 100 countries from Albania to Zimbabwe enacting the right to know for their citizens. Since 2005, the UK’s Freedom of Information Act has opened up thousands of public bodies to unparalleled scrutiny and prompted further moves to transparency. Wherever the right to know is introduced, its success depends on the way it is implemented. In organisations worldwide, FOI only works because of those who oversee its operation on a day-to-day basis, promoting openness, processing requests and advising colleagues and the public. FOI is dependent on the FOI Officers. The Freedom of Information Officer’s Handbook is a comprehensive guide to FOI and its management. It is designed to be an indispensable tool for FOI Officers and their colleagues. It includes: - a guide to the UK’s FOI Act, the right to know and the exemptions - clear analysis of the most important case law and its implications for the handling of FOI requests - pointers to the best resources to help FOI officers in their work - explanations of how FOI interacts with other legislation, including detailed explorations of the Environmental Information Regulations 2004 and how the EU’s General Data Protection Regulation impacts on FOI - a look at requirements to proactively publish information and the effect of copyright and re-use laws on FOI and open data - comparisons of the UK’s Act with FOI legislation in other jurisdictions from Scotland to South Africa - an exploration of the role of the FOI Officer: who they are, what they do, their career development and what makes them effective - suggestions on how to embed FOI within an organisation using effective procedures, technology and training - a stage-by-stage guide to processing requests for information. The Freedom of Information Officers’ Handbook includes the latest developments in FOI including amendments made to the UK’s FOI Act by the Data Protection Act 2018 and the revised s.45 code of practice published by the Cabinet Office in July 2018.

Book Synopsis Freedom of Information by : Kaye Stearman
Download or read book Freedom of Information written by Kaye Stearman and published by The Rosen Publishing Group, Inc. This book was released on 2011-12-15 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many countries have laws about freedom of information, which is a citizen's right to access information from the government. A relatively recent development historically, today many people believe that freedom of information is a basic right of citizenship. Supporters of freedom of information say it provides one of the essential checks and balances on government, making government open, accountable, and reducing corruption. However, most countries' laws contain limits on disclosure, and there are many debates about where the lines should be drawn. Readers get explanations of how freedom of information laws work and how they have been framed in different countries. Chapters explore the debate about how these laws should be applied so that they work well for both government officials and the public.
Download or read book Free and Frank written by Nicola White and published by . This book was released on 2007-01-01 with total page 311 pages. Available in PDF, EPUB and Kindle. Book excerpt: The New Zealand Official Information Act 1982 is frequently hailed as one of this countrys most significant constitutional reforms. It is praised as world-leading in its refusal to contemplate that any category of government information might be completely immune from the prospect of public disclosure. But for those who work with the Act, either as seekers of information or as officials responding to requests, it is not an unqualified good - the working reality of the Act can be frustrating and time-consuming, just as often as it is enlightening. This book follows a two-year research project into the day-to-day operation of the Act. It examines the history of the Acts passage and subsequent development and reports the candid views of (anonymised) officials, politicians, academics, political advisers and regular seekers of Official Information. The result is a free and frank picture of the operation of administrative and political processes around Official Information. It carries a sobering message about how those process, if not well-managed, can erode trust in government across time. But the picture is not all bleak. The book concludes with proposals for change designed to build on the very real strengths of the system, to help it cope with the challenges of modern politics and the information age.
