Book excerpt: Published in 1876, this book is a sharp and incisive critique of the controversial Sugar Duties Act, which imposed import duties on sugar and other sweeteners in an attempt to protect domestic producers. Martineau argues forcefully for the benefits of free trade and the dangers of protectionism, drawing on economic theory, historical examples, and practical experience. His arguments remain relevant in today's debates over international trade and globalization. Available in PDF, EPUB and Kindle. Book excerpt: This study examines U.S.-Mexico sugar trade with special attention given to the impact of changes in trade and market environments caused by implementation of the North American Free Trade Agreement (NAFTA) and the introduction of high fructose corn syrup (HFCS). These two factors contributed to shaping sugar markets in the United States and Mexico as well as sugar trade between the two countries. The study includes two sections: (1) a description of the sugar markets from an historic point of view and (2) an empirical study forecasting the market and trade outlook. In section one, characteristics of the sugar industry and transition of the sugar markets brought by the two factors (NAFTA and HFCS) are presented. Adoption of HFCS shaped the U.S. sweetener market in the 1980s and a similar phenomenon appears to be beginning in Mexico. This is explained by not only income growth but also the provisions of NAFTA that facilitate U.S. HFCS to enter the Mexican market and restrict Mexican sugar to the U.S. market. Although Mexico is promised favorable access to the U.S. market under NAFTA, it has not been successful in exporting sugar; rather, the focus has been to suppress HFCS adoption in the domestic market. Next, an empirical study comprised of three analyses is presented. Regression results from the market analysis showed that the estimated price elasticities for both sugar demand and supply are significant and inelastic. These estimates are built into the second model that examines bilateral trade. Results from simulations of the trade analysis indicate Mexico's HFCS adoption rate will determine the magnitude of Mexico's sugar export, which consequently poses a significant influence on U.S. markets. Also the way the U.S. government allocates quotas among exporters will have a significant impact, particularly on the costs of the U.S. sugar program. Game theory analysis is then used to assess what strategies the involved participants will prefer. The results suggest that there will be a conflict of interests and that the U.S. HFCS industry may play an influential role in forming a sugar policy.

Book excerpt: Located within the plantation economy model of the “New World Group” of The University of the West Indies, this book explores how the changes in the European Union’s sugar regime impacted a sugar-dependent community in Jamaica. It details how the end of centuries of preferential treatment of Jamaican sugar in the British/European market in 2005 worsened the social and environmental realities of the Monymusk community in Clarendon, Jamaica, which depended on the sugar industry. In describing the response of the Jamaican Government to the changes in the EU Sugar Regime, and the subsequent roll-out of an EU funded adaptation strategy, the author provides some unique perspectives on this process, drawing on his experience as a senior civil servant involved in the process. The book also highlights the continued social and environmental impact on the area since 2015 . The book concludes with a discussion on the empirical findings and how those findings contribute to the debates on the dependency perpetuated by the Plantation Economy Model of development and the failure of neo-liberal influenced government policies, as well as the lack of imagination of post-independent governments to break this dependency and deliver on the promise of independence.

Book excerpt: Excerpt from Free Trade in Sugar: A Reply to Sir Thomas Reply Though it involves great repetition, I have, in the last four chapters of this pamphlet, replied, paragraph by paragraph, to the fresh matter in Sir Thomas Farrer's book. The earlier chapters are reprints of my published replies to those letters of Sir Thomas Farrer which were accepted by the Times. I have thought it best to make myself solely responsible for the body of this little book. It is only for that reason that very interesting replies to Sir Thomas Farrer, from much abler pens than mine, are placed in the Appendix. I hope that they will not, on that account, escape the attention of the reader, Mr. Shepheard's treatment of the subject, from the Political Economist's point of view, is most valuable. The West Indians, and, in fact, all cane-sugar producers, are well represented in Mr. Lubbock's letters; and the Sugar House workmen must be proud of so able an advocate as Mr. Shute. Mr. Shepheard has also allowed me to reprint his legal examination of the bearing of mostfavoured-nation treaties on the question. P.S. - Since writing the above, Lord Bramwell's letter has appeared in The Times. I have therefore added to the Appendix a short reply, which shows that his argument is entirely based on an erroneous assumption.
