After resuming his work on the definition of U.S. maritime limits, Jefferson prevails upon President Washington to inform Congress not only of Genet's recall but also of the British refusal to carry out the disputed provisions of the Treaty of Paris. In a final effort to implement his policy of commercial retaliation against Great Britain, Jefferson submits to Congress in December his long-awaited Report on Commerce, vividly detailing the various forms of discrimination imposed on American trade by the British. The volume presents the early and final versions of the in all their textual complexity. Disappointed by Washington's tepid response to his criticisms of Hamilton's fiscal policies, frustrated by the Treasury Secretary's rising influence over American foreign policy, and eager to enjoy uninterruptedly the pleasures of domestic life, Jefferson retires from office on 31 December 1793, determined never again to suffer the torments of public life. Volume 27 contains a supplement that covers some 270 documents for the period 1764-93 that have been found or reclassified since the publication of the last supplement in Volume 15.

The son of a French leather goods merchant, Jean Ternant nevertheless built a public service career in an aristocratic society based on birth and privilege, commanding a regiment in the French army before being appointed minister-plenipotentiary to the United States. His story of public service undertaken for private ends illustrates the value of education and social contacts as well as the importance of luck and circumstances.

It questions whether France fulfilled the promise of asylum for those persecuted for the ‘cause of liberty’ made in its Constitution of 1946. Post-war development and the demand for immigrant workers were favourable to refugees from the Communist east, from Franco’s Spain, from Hungary after insurrection of 1956, and later from Latin America and Indochina. Asylum developed nationally in conjunction with international developments, the interventions of the United Nations High Commissioner for Refugees, and the adoption of the 1951 Refugee Convention. Economic ruptures in the 1970s, however, and the appearance of refugees from Asia and Africa, led to the assertion of national priorities and brought about a sense of crisis, and questions about whether France could continue to fulfil its promise.

Their role was an important one and they are, with justification, best remembered for this act among British historians and the public alike. Yet Huguenot soldiering existed long before this event, and French Protestants and their descendants featured prominently in European armies long afterwards. This volume is the first attempt to bring together in a scholarly study essays treating the Huguenots as soldiers in Europe and globally. Their story is often fascinating and sometimes poignant as they aided international Protestantism against Catholic foes across Europe and in the New World, while remaining 'under the cross' in their homeland of France. The book is divided into three sections, the first analysing the period prior to the 1685 Revocation of the Edict of Nantes which sealed their fate in France. Their role as mercenaries and freedom fighters receives attention, as does the complex political motivation that underscored their involvements abroad in the pre-Revocation era. Chapters examine the Huguenot rationale for foreign service and the dynamics of the Protestant international of which they were such a prominent part. Their role in European armies after that date is covered in the second section of the volume with a number of expert studies of Huguenot refugees in the armies of Britain, the Netherlands and Russia. A third section treats the Huguenot legacy, focusing on the aging generation of refugees and their descendants' contributions to the countries of their adoption. This book contains studies of the Huguenots serving in armies in various countries, and examines the lives and actions of a number of individual French refugee commanders who led armies consisting of their compatriots. By combining biographical studies of eminent figures with broader considerations of group experience, the volume presents a wide-ranging and thought provoking collection of material, making this the first study of its kind to consistently treat the military contribution made by the Huguenots to Europe at the high point of their importance as a historical group.
