Looking at both processes and policies promoting active citizenship at the European and national levels, this book uncovers current discourses as well as political priorities and values that surround the activities of non- governmental organizations (NGOs). How citizens subjectively interpret and frame conflicts in citizen participation and how their frames impact policy design, is poorly understood. We address this gap by coding and analyzing citizens' conflict frames (N = 701 policy proposals) in the case of a large-scale urban mobility transition project. We predicted that (H1) citizens tend to frame proposals in a distributive win-lose rather than in an integrative win-win fashion, that (H2) citizens evaluate integrative win-win frames more positively, and that (H3) policy makers tend to select integrative win-win frames for designing policies. The findings show that citizens primarily used distributive win-lose frames, whereas policy makers tended to select integrative win-win frames for designing policies. By identifying this gap between individual-level framing and societal-level selection, our findings offer novel insights into effective framing of policy proposals. Implications for improving participation processes are discussed.

Book excerpt: In the past few years, liberal and mainstream outlets have tended to frame immigrants lacking legal status as "undocumented" (rather than "illegal") and to approach the topic of legalization through human-interest stories, often mentioning children. Conservative outlets, on the other hand, tend to discuss legalization using impersonal statistics and invoking the rule of law. Yet, regardless of the media's ideological positions, the authors' surveys show that "negative" frames more strongly influence public support for different immigration policies than do positive frames. For instance, survey participants who were exposed to language portraying immigrants as law-breakers seeking "amnesty" tended to oppose legalization measures. At the same time, support for legalization was higher when participants were exposed to language referring to immigrants living in the United States for a decade or more.
