A set of concrete tools is proposed that can be used to check national health policies or national health systems for their respect for certain rights and values. The update calls for an open-ended Health for All process a forum for exchanging experiences examples and case studies of national Health for All activities that countries themselves choose to carry out. In this regard the 2005 update may be used as a tool for promoting the ethical development of national health policies in a way that is pragmatic and useful ensuring the continuous evolution of Health for All in the European Region.

In resolution WHA58.26 the Fifty-eighth World Health Assembly in 2005 requested the Director-General to report to the Sixtieth World Health Assembly on evidence-based strategies and interventions to reduce alcohol-related harm including a comprehensive assessment of public-health problems caused by harmful use of alcohol and to draw up recommendations for effective policies and interventions to reduce alcohol-related harm . To this end a WHO Expert Committee on Problems Related to Alcohol Consumption was convened with the main objectives of reviewing a range of public health problems attributable to alcohol consumption as well as scientific and empirical evidence of effectiveness of different policy options and providing technical recommendations on effective policies and interventions to reduce alcohol-related harm.

In addition to the resolution, a global strategy developed by WHO in close collaboration with Member States provides a portfolio of policy options and interventions for implementation at the national level with the goal to reduce the harmful use of alcohol worldwide. Ten recommended target areas for policy options include health services' responses, community action, pricing policies and reducing the public health impact of illicit alcohol and informally produced alcohol. WHO was also requested to support countries in implementing the strategy and monitor progress at global, regional and national levels.
