The NSS must be flexible enough to support contingency planning, and in this Report the Committee recommends that the Government produce a classified NSS or annex which can be used in Government departments to influence planning assumptions for a range of scenarios. In its report the Committee said that the next NSS should look hard at the UK's place within the international order, and what strategic thinking should underpin its actions over the next five years. It also needs to influence the Comprehensive Spending Review, to ensure that the Government can make fully-informed decisions on security-related spending. The next NSS should set clear objectives for the UK's future place in the world and geopolitical priorities, and inform the Strategic Defence and Security Review's assessment of the means required to achieve them.

Book excerpt: In this report the Public Administration Select Committee (PASC) calls for a 'People's Ombudsman' and says the Parliamentary and Health Service Ombudsman (PHSO), which investigates complaints against the NHS and other government departments and agencies, is outdated. Citizens should have direct and more user-friendly access to the Ombudsman. None of the Ombudsmen created since the PHSO's operations were established in legislation 47 years ago have adopted the same restricted model as the Parliamentary Ombudsman. As a priority, the restriction on citizens' direct and open access to PHSO, known as the MP filter, must be abolished (as is already the case in respect of NHS complaints). PHSO must be able to receive complaints other than in writing: such as in person, by telephone or online, just as is expected of any normal complaints system. PHSO should have powers to investigate areas of concern without having first to receive a complaint from a service user. Parliament should strengthen the accountability of PHSO. PASC, along with other Departmental Select Committees, should make greater use of the intelligence gathered by the PHSO to hold Government to account. A consultation should be held on the creation of a single public services ombudsman for England. At the same time, there must be a distinctive ombudsman service for UK non-devolved matters.

There are a number of specific areas that require action by the Government and its motoring agencies: the driver Certificate of Professional Competence may not be delivering all the benefits expected of it and the Government should negotiate changes at a European level; the agencies need to have effective assisted digital strategies in place to help those who cannot or are unwilling to use the internet to access services; the agencies need to work with the Government Digital Service and others to address the problem of misleading copycat websites; the DVLA needs to do more to explain how it is required to share personal data with private parking companies and the safeguards that are in place to protect such data; the DVLA needs to adjust it's fees to ensure costs are covered and do more to explain it's calculations; and data sharing needs to be effective, if revenue collection, action on safety and work by enforcement agencies are to be effective, and new services need to be planned with data sharing in mind

That trend shows the effectiveness of the specialist rail policing provided by the British Transport Police (BTP). The Committee were impressed by the BTP's commitment to tackling crime while minimising delays for the travelling public. Despite the welcome decline in overall crime, we identified areas where the BTP could improve its performance. The British Transport Police Authority (BTPA) is the body with responsibility for setting the BTP challenging but achievable targets to tackle crime on the railway. The BTPA must fulfil its remit and avoid any perception that it is too close to the people whom it should be holding to account. The Committee concluded that the BTP model of developing specialist policing skills and securing funding from transport providers might usefully be applied to other transport modes, such as aviation. Such an approach could minimise delays, maximise security and reduce the cost of policing to taxpayers. In the course of the inquiry, the Committee heard that vulnerable children and young people are often found in and around railway stations and were surprised to learn that the BTP currently has no targets in relation to child protection. The Department for Transport, the BTPA, the BTP and the charity sector should work together to tackle this emerging issue by examining the available data and reviewing current practice.

If further cuts are imposed, the UK's diplomatic imprint and influence would probably reduce, and the Government would need to roll back some of its foreign policy objectives. The FCO's budget is a tiny element of Government expenditure, but the FCO makes disproportionate contribution to policy making at the highest level, including decisions on whether to commit to military action. The next Government needs to protect future FCO budgets under the next Spending Review.

The Government was forced to re-run the selection for the post of Chair of the UK Statistics Authority under a new selection panel, and to propose a different candidate. They also hold hearings on PHSO's thematic reports, to interrogate and hold to account those who must respond to its recommendations. Following the abolition of the Agency it will continue to monitor the Home Office UK Visa and Immigration service on a three monthly basis. The Committee found a further backlog of 190,000 cases in the temporary and permanent migration pool that were never revealed to the Committee before. The total figure for the backlog has reached over half a million. The Committee feels it is unacceptable that new backlogs are revealed in Committee evidence sessions. The UK Border Agency had a troubled history. Many of its problems predate the establishment of the Agency. Ministers must now explain how those problems will not outlive its demise. To see a change in the culture in the new organisational structure and management it must be complemented by the ability for a wholesale restructuring of the employees of the organisation. The newly appointed Directors General must have the ability and resources necessary to implement this change. The Home Office should outline exactly how they propose to bring about this change in culture. In evidence the Committee were told the immigration service would never be fixed. This surprised the Committee since reducing immigration is a priority of this Government. What the immigration service needs desperately is stability, the resources necessary to clear the backlogs and a wholesale change in culture
