Book excerpt: Excerpt from Thirty-Second Annual Report of the United States Civil Service Commission: For the Fiscal Year Ended June 30, 1915 Sm: During the year ended June 30, 1915, a decrease of about 1 per cent in the competitive service by legislation was so nearly bal anoed by natural growth that the net decrease was but slightly more than one-twentieth of 1 per cent. That this growth was less than nor mal is due in part to improvement in personnel and methods of ad ministration. The Government is doing more work with fewer em ployees and with increased economy and efficiency. Each year sees a more intensive application and observance of the rules, because the commission is coming into closer touch with the entire service and because of the cooperation and support of appointing officers.
