Es conocido que las ventajas de esta colaboración se concretan en el diálogo entre el sector público y el sector privado para consensuar la financiación y ejecución de proyectos, la buena relación calidad-precio y un tratamiento en términos de contabilidad pública que determina un nulo impacto en la deuda. Sin embargo, no estan sabido que, como pone de relieve el autor, el deficiente marco regulador europeo y estatal, tanto en materia de contratación como de incentivos a la captación de activos financieros, constituyen un lastre para su arranque definitivo. De ahí que el profesor Ridao nos proponga, con detalle, un nuevo marco que favorezca la estructuración de proyectos, contratos y esquemas de distribución de riesgos adecuada, así como de incentivos a la participación, por ejemplo, con la introducción de la llamada iniciativa privada o proyectos de infraestructuras no solicitadas, además de mejorar la figura del específico contrato de colaboración entre el sector público y el sector privado, la fórmula del diálogo competitivo como procedimiento de adjudicación de estos contratos y, en general, la mejora de algunos aspectos de la fiscalidad y control externo. A su vez, como sea que la actual coyuntura del sector financiero limita la financiación disponible e incrementa las exigencias de calidad de los riesgos inherentes a los proyectos, el autor nos propone la incorporación de nuevos medios que permitan diversificar las fuentes de financiación, al margen del recurso al crédito bancario, ampliando, por un lado, la implicación pública en las operaciones de financiación y, por otro, facilitando el acceso de los proyectos a los mercados de capitales, mediante un incremento de las garantías estatales."
