Book excerpt: In the past two decades, advanced capitalist countries have seen sustained growth in labour market participation along with a growth in the number of jobs workers tend to have in their working lives. Over a slightly longer period we also see that participation in both formal educational attainment and a range of non-compulsory learning/training has grown. However, labour market discrimination based on gender, age, disability and race/ethnicity remains a serious issue in virtually all OECD countries. ‘Challenging Transitions in Learning and Work’ presents a critical and expansive exploration of learning and work transitions within this context. These transitions are challenging for those enmeshed in them and need to be actively challenged through the critical research reported. The impetus for this volume, its conceptual framing, and much of the research emerges from the team of Canadian researchers who together completed case study and survey projects within the ‘Work and Lifelong Learning’ (WALL) network. The authors include leading scholars with established international reputations as well as emerging researchers with fresh perspectives. This volume will appeal to researchers and policy-makers internationally with an interest in educational studies and industrial sociology.

Cameroon faces three main challenges: Developing more robust formal and informal employment opportunities by strengthening human development. Increasing productivity in agriculture, mining, and key value chains (timber, tourism, and information and communication technology). Advancing growth by investing in infrastructure and improving the business climate and regional integration. The Strategy sets a target for reducing underemployment from 76 percent of the workforce to 50 by 2020 by creating tens of thousands of formal jobs. But based on results from the first two years of its implementation, the strategy is far from achieving that target. This report is meant to support Cameroon s efforts to build the skills of its workers. This report reaches conclusions and offers policy recommendations to answer six questions: What has been the trajectory of Cameroon s economic growth? Which sectors have contributed to growth? What jobs are being created? What types of skills are being used in the sectors where the highest percentages of the population are employed? What are the demand and supply barriers to skills? Which policies and institutions are in play? Are they sufficient? What needs to or could be reformed? Cameroon has good prospects for moving to middle-income status. It can create a more dynamic, responsive workforce. But a new strategy is required. It can be done.This report proposes new directions and provides recommendations. Outcomes are expected. Work has never been easy. But many have been working and Cameroon can work."

Historiquement, la pression exercée sur les forêts du bassin du Congo a été comparativement faible, mais des signes indiquent que cette situation ne devrait pas durer, car la pression sur les forêts et les autres écosystèmes s’accroît. La reconnaissance croissante de l’importance des forêts pour endiguer le changement climatique a introduit un nouvel élan dans la lutte contre la déforestation et la dégradation de la forêt tropicale. La plupart des pays de bassin du Congo sont activement engagés dans un processus de préparation des cadres et stratégies-cadre capable de créer des incitations à « réduire les émissions dues à la déforestation et à la dégradation des forêts », encourageant « la conservation et la gestion durable des forêts ainsi que l’amélioration de la séquestration du carbone par les forêts » (REDD+). Ils travaillent ainsi d’ores-et-déjà à renforcer leur capacité de suivi des émissions liées aux forêts, à améliorer la gouvernance des forêts, à promouvoir le développement et à réduire la pauvreté, tout en protégeant les ressources naturelles de la région. Un exercice de deux ans visant à analyser et comprendre en profondeur la dynamique de la déforestation dans le bassin du Congo est résumé dans le présent rapport, qui s’organise comme suit : Le chapitre 1 donne une vue d’ensemble des forêts du bassin du Congo • Le chapitre 2 présente la dynamique de la déforestation et résume les résultats d’une analyse secteur par secteur des grands facteurs de déforestation dans le bassin du Congo. • Le chapitre 3 fournit une actualisation de l’état des négociations REDD+ dans le cadre de la CCNUCC et des implications pour les pays du bassin du Congo.
