Book excerpt: The paper examines the structure of urban labor markets in Pakistan, focusing in particular on wage formation and returns to education for male workers. Empirical work is based on a survey of 1,000 low income urban households administered in 1986 by the International Food Policy Research Institute and the Pakistan Institute of Development Economics. The report identifies three segments of the labor market : the self employed, wage workers in the informal sector, and wage workers in the formal sector, 85 percent of whom are government workers. The study finds that the difference in average wages between the formal and informal sector is primarily caused by differences in skills, although there is an apprecialble premium on wages in the formal sector, particularly for college educated men. In addition, the report identifies two categories of economically inactive individuals : young and more educated men waiting to find jobs in the formal sector and older, less qualified men who tend to live in wealthier extended families receiving substantial remittances from within Pakistan and abroad. To be effective, employment policy must address the very different kinds of constraints faced by individuals in each of the categories.

Book excerpt: Although labor is usually the unique asset upon which poor people can make a living, little is known about the functioning of labor markets in Sub-Saharan Africa. The purpose of this volume is to contribute to the building of knowledge in this area. In this book, the authors use a unique set of identical and simultaneous labor force surveys conducted in seven capitals of Western Africa, as well as in some other African countries (Cameroon, Madagascar, Democratic Republic of Congo) in the 2000s. They present innovative and original results on how people are faring in these labour markets, using up-to-date econometric and statistical methods. Because so little is known about labor markets in the region, each chapter starts with detailed descriptive statistics that aim to shed light onto specific aspects of African urban labor markets. Comparisons between the ten cities are systematically carried out. Descriptive sections are followed by in-depth analyses on various issues. The book is divided into four parts that examine 13 topics. Part I presents the main stylised facts, which are investigated further in a more analytical way throughout the volume. Part II focuses on job quality and labor market conditions, such as unemployment and underemployment, vulnerability, and job satisfaction. Part III explores the many dimensions of labor market inequalities through various lenses, such as returns on education, segmentation, life-cycle inequality (with a particular focus on old age), inter-generational mobility, time related inequality, and gender and ethnic earnings discrimination. Part IV addresses some key coping mechanisms and private responses, with a focus on migration and child labor. The book concludes with recommendations for future research.

Assesses evidence of a negative correlation between the number of children born and levels of child schooling by examining their determinants. In many developing countries, as parents have fewer children, they invest more in the health, education, and welfare of each child. This "quantity-quality tradeoff" is vividly illustrated in the recent economic development of Southeast Asia and Latin America. In Sub-Saharan Africa, however, the existence of such a tradeoff has not been established. The few studies conducted to date reveal either no correlation or a slightly positive one, whereby higher fertility rates are linked to greater schooling per child. This study examines the determinants of fertility and of child schooling in C te d'Ivoire and Ghana to assess evidence of a tradeoff, using data from three surveys conducted between 1985 and 1987. The results are mixed. In C te d'Ivoire, there is evidence of such a tradeoff in urban areas but not rural ones. In urban areas, female schooling, higher income, and improved child survival are associated with lower fertility and higher child schooling. In both rural and urban areas of Ghana, there is a tradeoff between fertility and child schooling with higher incomes, and, in rural Ghana, with increases in mothers' schooling. Book excerpt: This study estimates the incidence, characteristics, and patterns of change over time of illiteracy in Morocco. The study compares the results from direct literacy assessment to the conventional methods of self-reported literacy. This effort has provided more detailed, objective information with which patterns of literacy skills in the country may be determined, and their relationship to other important social and economic behaviors and outcomes analyzed. It also examines more closely the reliability and validity of common proxy indicators used to estimate literacy rates and skill levels. Results show that Morocco has been able to halve its literacy rate during the last 30 years; however, large disparities remain between men and women and between urban and rural areas. Implications for methods of measuring literacy and for formulating policy to increase literacy are discussed. (EH)

This strengthened collaboration will have key benefits in ensuring consistency between the conflicting goals of the two organizations, establishing realistic objectives within the reform process, and maintaining a core set of wage and employment data. The principal conclusion arrived at was that World Bank and IMF staff should be engaging in collaboration earlier in the reform process. To guide the collaboration, six foundations were identified. These include: develop a medium-term fiscal framework; foster national ownership by making reforms politically feasible; focus and streamline conditionality; agree on sequencing and timing of reforms; and strengthen data collection. These principals will be tested for effectiveness in several focus countries.
