In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components. In this pioneering book, Daniel Carpenter contributes to our understanding of institutions by presenting a unified study of bureaucratic autonomy in democratic regimes. He focuses on the emergence of bureaucratic policy innovation in the United States during the Progressive Era, asking why the Post Office Department and the Department of Agriculture became politically independent authors of new policy and why the Interior Department did not. To explain these developments, Carpenter offers a new theory of bureaucratic autonomy grounded in organization theory, rational choice models, and network concepts. According to the author, bureaucracies with unique goals achieve autonomy when their middle-level officials establish reputations among diverse coalitions for effectively providing unique services. These coalitions enable agencies to resist political control and make it costly for politicians to ignore the agencies' ideas. Carpenter assesses his argument through a highly innovative combination of historical narratives, statistical analyses, counterfactuals, and carefully structured policy comparisons. Book excerpt: As entrenched bureaucracies, military organizations might reasonably be expected to be especially resistant to reform and favor only limited, incremental adjustments. Yet, since 1945, the U.S. Army has rewritten its capstone doctrine manual, Operations, fourteen times. While some modifications have been incremental, collectively they reflect a significant evolution in how the Army approaches warfare—making the U.S. Army a crucial and unique case of a modern land power that is capable of change. So what accounts for this anomaly? What institutional processes have professional officers developed over time to escape bureaucracies' iron cage? Forging the Sword conducts a comparative historical process-tracing of doctrinal reform in the U.S. Army. The findings suggest that there are unaccounted-for institutional facilitators of change within military organizations. Thus, it argues that change in military organizations requires "incubators," designated subunits established outside the normal bureaucratic hierarchy, and "advocacy networks" championing new concepts. Incubators, ranging from special study groups to non-Title 10 war games and field exercises, provide a safe space for experimentation and the construction of new operational concepts. Advocacy networks then connect different constituents and inject them with concepts developed in incubators. This injection makes changes elites would have otherwise rejected a contagious narrative.

Most people -- and, indeed, many policymakers -- associate the special operations forces with secret nighttime raids like the one that targeted Osama bin Laden: tactical operations against a particular individual or group. The abilities of special operations forces, however, extend much further, into military training, information operations, civil affairs, and more. As the United States shifts its focus from war fighting to building and supporting its partners, the author argues, it will become critical to better define these strategic capabilities and ensure that special operations forces have the staffing and funding to succeed. The author further calls on the Pentagon to remove bureaucratic and operational obstacles to cooperation among the special operations forces of each service, and between special and conventional forces.
