Book excerpt: The theme of this paper is that proper pricing supported by new concession policies can encourage and support sustainable management and conservation of the forests of West and Central Africa and finance forest management. Until the forestry departments, which are under-funded and under-equipped, can be strengthened, a simpler system of forest fees that emphasizes bidding and concession fees is recommended. The forest revenue and concession policies proposed involve the following components: annual concession rent, which should be the major revenue source, to replace the multiplicity of forest fees, that are often not collected; competitive bidding system; and replacement of logging concessions by forest management concessions.

It studies the advantages and problems associated with the current forestry management system. The most signifi cant change following special autonomy for Papua was the introduction of small-scale concession permits granted to community cooperatives, locally known as Kopermas. As a result, CIFOR and the State University of Papua's research focused on these Kopermas, analyzing data on timber production and revenues from concessions, and determining the flow of benefits to customary communities' incomes and to regional revenues. The objective was to determine how effectively the Kopermas system has empowered local communities. Using a combination of conventional and participatory/action research methods, the research team evaluated the livelihoods and environmental value of forest resources for local people. We also facilitated stakeholder input into our research findings and analysis. The team also worked with local communities to determine their current capacity for forest management; which mechanisms were used to distribute the benefi ts from the new system; and how people were involved in decision-making about permit applications and concession management. This research found some direct involvement of local people in forest management and short-term benefits for local communities. However, we also found that the benefi ts from timber revenues have not been fairly shared among local people and other actors involved in the timber business. As a result, community forestry cooperatives have yet to contribute to equitable and sustainable development for local people. To improve this situation, local stakeholders identified an urgent need to to empower customary organizations and individuals by equipping them to manage their own natural resources independently. This will reduce the likelihood that communities are exploited by more powerful stakeholders in the future. Alongside low capacity, facilities and skills for commercial forest management .,

Book excerpt: Across the world, ecosystems are for sale. ‘Green grabbing’ – the appropriation of land and resources for environmental ends – is an emerging process of deep and growing significance. A vigorous debate on ‘land grabbing’ already highlights instances where ‘green’ credentials are called upon to justify appropriations of land for food or fuel. Yet in other cases, environmental green agendas are the core drivers and goals of grabs. Green grabs may be drivn by biodiversity conservation, biocarbon sequestration, biofuels, ecosystem services or ecotourism, for example. In some cases theyse agendas involve the wholesale alienation of land, and in others the restructuring of rules and authority in the access, use and management of resources that may have profoundly alienating effects. Green grabbing builds on well-known histories of colonial and neo-colonial resource alienation in the name of the environment. Yet it involves novel forms of valuation, commodification and markets for pieces and aspects of nature, and an extraordinary new range of actors and alliances. This book draws together seventeen original cases from African, Asian and Latin American settings to ask: To what extent and in what ways do ‘green grabs’ constitute new forms of appropriation of nature?
