It identifies the elements that should be an integral part of an ongoing exercise in analyzing the level and composition of public spending and highlights the importance of the institutional policy environment that determines these allocations and their outcomes.

Available in PDF, EPUB and Kindle. Book excerpt: The collapse of the Soviet Union has engendered one of the most momentous and critical regional transformations of our tiomes through the formation and development of the post-Soviet states. This book explores the politics of post-Soviet transition and the problems which will continue to face these states well into the twenty-first century, as they struggle towards democracy, market reform, ethnic co-existance and integration into a new geoplolitical post-Cold War world order. Richly illustrated with examples drawn from Russian and other post-Soviet primary sources, the author focuses on three broad themes of transition. Firstly, the progression from colonialism to post-colonialism and the consquences of such changes on national identity and the redefinition of national homeland. Secondly, the movement away from totalitarian rule and the factors which both facilitate and challenge the prospects of a democratic future. Thirdly, the process of securing a successful place in the global capitalist economy.

Available in PDF, EPUB and Kindle. Book excerpt: This paper analyzes developments in the structure of trade in the Commonwealth of Independent States (CIS) during the transition decade, and finds that it changed less than in other transition economies. Trade openness of the CIS increased between 1993 and 1997, but has fallen to a lower-level plateau since then owing to regional and country-specific factors. These include slower progress in transition, geographic aspects, restrictions on trade, governance and corruption problems, weak infrastructure, lack of regional cooperation, and political conflicts. Regression results show that trade openness of the CIS countries would likely increase substantially if market-oriented reforms were pursued more vigorously.

Available in PDF, EPUB and Kindle. Book excerpt: IFC Discussion Paper No. 32. Over the years, demand for education at all levels in Kenya has greatly outpaced supply, a gap that has been reduced by private schools catering to the needs of a wide range of socioeconomic groups. This gap will widen further unless the private sectors role is expanded, but private educational institutions face a number of serious constraints, primarily stemming from lack of adequate finance and, in many cases, limited management skills. This paper reviews the market and its constraints and focuses on conditions under which private financial institutions and the International Finance Corporation might play a useful role in the sector. Annexes include 1996 operating costs of Kenya's academic, technical, and vocational schools.

Available in PDF, EPUB and Kindle. Book excerpt: As international institutions multiply and more governments sign on to standardized ways of organizing economies and societies, resistance to globalization persists. In Mirrors of the Economy, Yoshiko M. Herrera explores the variance in implementation of international institutions through an examination of the international System of National Accounts (SNA) and, in particular, the success of post-Soviet Russia and other formerly communist countries in implementing the SNA. The SNA is the basis for all national economic indicators, including Gross Domestic Product, and is therefore a critical institution for economic policy and development. Herrera tests existing theories of implementation of international institutions and proposes a novel theoretical concept, "conditional norms," to suggest that the conditions attached to norms may result in institutional change. On the basis of content analysis of statistical publications and more than seventy-five interviews throughout Russia—particularly in Moscow—and in Washington, she forms a clear picture of the implementation of the SNA in Russia in the early 1990s. In Soviet times a stable conditional norm delineated the appropriateness of statistical institutions based on the structure of the economy. The transformation of the economic system triggered a shift in support among Russian and Eastern European statisticians in favor of the SNA. Herrera's argument increases our understanding of the role of norms, structural conditions, and professional communities in institutional implementation.
