Book excerpt: This report seeks to better understand why the Islamic State of Iraq and the Levant (ISIL) has been more successful than its predecessor organization, al Qaeda, in recruiting individuals within the United States. The authors consider whether the demographic profile of individuals drawn to foreign terrorist organizations (FTOs) has changed over time or whether new groups are more successful appealing to the same segment of the population. They take an expansive approach, analyzing all known cases of U.S. citizens or persons within the United States connected to a FTO with Islamist orientation since September 11, 2001, and use consistent criteria for inclusion and exclusion to identify individuals meeting this definition, and coding multiple demographic variables. They then conduct a quantitative analysis of the entire population, as well as the population broken down by group and by role (i.e., foreign fighters, homegrown violent extremists, etc.). Their findings reveal that the number of U.S. recruits drawn to al Qaeda and its affiliate groups has declined precipitously, commensurate with the ascent of ISIL, and that the average terrorist recruited by ISIL is not only younger and less educated but more likely to be African American/black or Caucasian/white and a U.S.-born citizen. Historically, terrorist recruits were more likely immigrants of Middle Eastern descent. These findings are relevant to U.S. defense, intelligence, and law enforcement officials, as well as to civilian academic and policymaking audiences, who may be unaware of this altered demographic profile, a perception that could bias counterterrorism policy and efforts.

Available in PDF, EPUB and Kindle. Book excerpt: The United States defines terrorism through the lists it maintains identifying those who are engaged in, support, and/or facilitate terrorism. One such list is the Foreign Terrorist Organization (FTO) list. Because the FTO designation process occurs without the organization's knowledge or ability to challenge the evidence, uses classified information to make the determination, and has limited judicial oversight, concerns have been expressed that the Executive Branch has too much discretion in this process. The concerns are exacerbated by the perception that political motivations dominate the decision-making process. Using content analysis, the FTO list is analyzed using a quantitative and qualitative approach. First, the terrorist designation processes used in allied countries is examined, and the list is analyzed by reviewing FTO decisions made before and after 9/11. Through an analysis of the annual State Department country reports describing the FTOs, the nonstatutory factors that influence FTO decisions emerge, and include whether a group attacked Israel or other allied nation of strategic interest to the United States, attacked the United States or its citizens, or is affiliated with al Qaeda. These nonstatutory factors and their application to U.S. counterterrorism strategy, is how the United States defines terrorism at any point in time.

Available in PDF, EPUB and Kindle. Book excerpt: This unique work analyzes for the first time how foreign-affinity terrorism works in a major democratic nation like the United States, and what this country must do to survive the terror challenge, on both conventional and unconventional levels. To date, no definitive study has dealt specifically with the role of American citizens in supporting a foreign political, ideological, and religious illegal agenda. Terrorists in Our Midst: Combating Foreign-Affinity Terrorism in America remedies that as six expert authors discuss the threats of Americans to security interests in the United States and elsewhere, exploring what can and should be done to reduce a risk that may threaten the very survival of the free world. Terrorists in Our Midst focuses not only on foreign nationals operating in the United States, but also on American citizens participating in terror networks at home and abroad. The book presents an overview of both conventional and unconventional terrorism, surveys the terrorist threat in the United States by state and nonstate actors, and analyzes the foreign-affinity links of American operatives in this country and abroad. Most important for the safety and security of the United States, it offers an assessment of what policies worked and what did not work, specifying a "best practices" agenda of recommendations that should be adopted by the United States and the international community.

Book excerpt: The Secretary of State, in consultation with the Secretary of the Treasury and the Attorney General, has the authority to designate a foreign organization as a Foreign Terrorist Organization (FTO). Designation allows the U.S. to impose legal consequences on the FTO or on individuals who support the FTO. As of June 1, 2015, the U.S. designated 59 organizations as FTOs. This report provides information on the process by which the Secretary of State designates FTOs. Specifically, it addresses (1) the process for designating FTOs; (2) the extent to which the Department of State considers input from other agencies during the FTO designation process; and (3) the consequences that U.S. agencies impose as a result of an FTO designation. Book excerpt: Based on seven years of original research, this book contains one of the most detailed and comprehensive assessments of 'home-grown' Islamist terrorism (HGIT) in the US and UK to date. Beginning with an examination of the development of militant networks during the 1980s and 1990s, it traces the origins of HGIT and highlights the significance of these early experiences in different countries for shaping the future trajectory of the threat. The book also examines the range of motivations for violent jihad in the West, suggesting a composite theoretical model that specifies three 'necessary' conditions for involvement and challenges popular explanations for differential rates of terrorism which emphasize socioeconomic factors. The book analyzes the background and operational activities of nearly 800 American and British jihadis who mobilized between 1980 and September 11th 2013, including factors such as mental health, education, processes of radicalization, leadership, use of the Internet, sources of funding and links to foreign terrorist organizations. This analysis is then complemented with an examination of how these individuals have been dealt with by the respective security services. From the first proponents of 'global jihad' to the recent wave of volunteers inspired by events in the Middle East, this book provides an extensive yet lucid analysis of one of the greatest security concerns facing America and Great Britain today. 'Home-Grown' Jihad challenges existing studies on a number of key issues and expands our understanding of HGIT. It will be invaluable to academics, practitioners and policymakers alike.
